6 September 2018: Answer to the following question: Is there an incumbent vendor? If so, could you please provide their company name and contract number? Answer: The incumbent is Booze Allen Hamilton, M6700413D0012 Request for Information Marine Corps Installations East-Regional Contracting Office Camp Lejeune, NC 2d Marine Division Operations (G-3) Professional Services 1. GENERAL INFORMATION. This Request for Information (RFI) initiates market research under Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposal (RFP). The information herein only initiates communication with industry in order to assess the ability for small business to support. No solicitation document exists at this time. This RFI constitutes no Government obligation to procure these items or issue a solicitation. In addition, the Government has no obligation to pay for information received from this RFI and will not accept any responses as offers. Vendors should mark any proprietary information clearly and appropriately. 2. PURPOSE. The objective of this requirement is to conduct technical research and analysis of force sustainment, training, and integration with other Service, Joint, Agency, and Coalition forces. This analysis also includes the development of recommendations in order to enhance the survivability of the conventional force (2d MarDiv). The specific tasks described below delineate activities in the context of vulnerability identification, mitigation, and the subsequent increase to survivability of 2d MarDiv personnel and equipment. The Contractor shall provide survivability-based reports, briefs, documents, presentations, continuity and crisis action planning, feasibility studies, Mission Assurance (MA) assessments, and recommended plans to 2d MarDiv. The specific tasks are: -Strategic and Long-Range Planning -Exercise Analysis -Force Readiness Training and Analysis -Experimentation, Simulation, Wargaming and Exercise Analysis -Training Exercise and Employment Planning -Curriculum Development The Marine Corps will use the results of this announcement to determine whether to solicit this requirement on an unrestricted basis, or to set aside for small businesses. 3. SUBMISSION REQUEST. There is no response page limit. Responses may include any advertising or marketing information. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Material Description. The vendor must identify its ability to provide the required services to include experience conducting similar work, and whether the vendor was prime, or subcontractor on the requirement: 6. Employee Capability and Experience: (1) Offeror must demonstrate employees have education at the career (O-4) level, or higher from any military service school. (2) Offeror must demonstrate employees have at least two years of experience working on a General Officer level staff, specifically in either the current, or future operations section. (3) Offeror must demonstrate employees have training in curriculum development and instructional methods. (4) Offeror must demonstrate employees have a minimum of three years of experience in providing instruction. Experience at a career (O-4) level military school, or higher, is preferred. PROPRIETARY DATA The Government may use information received from this RFI to establish future Marine Corps requirements. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Proprietary information will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act"), as implemented in the FAR.
