Description
The U.S. Army Contracting Command (ACC) - New Jersey located at Picatinny Arsenal, NJ 07806-5000, in support of the Office of the Project Manager for Combat Ammunition Systems (PM-CAS), intends to issue a non-competitive Request for Proposal (RFP) to General Dynamics - Valleyfield, Canada (GD-Valleyfield) for the manufacture, test, packaging, and delivery of the M31-type Triple-Base Propellant, to be used in the 155mm Modular Artillery Charge System (MACS) M232-Series Propelling Charge. The Government anticipates awarding a single Firm-Fixed Price (FFP) contract to support FY19-23 requirements. The 155mm MACS is comprised of two propelling charges: the M231 charges for zones one and two, and the M232-Series charges for zones three or higher. The M31 type is a 7-perforated cylindrical granular triple-base propellant for the M232-series propelling charge. This solicitation will be issued as a sole source effort to General Dynamics - Valleyfield, Canada, in accordance with Title 10 United States Code (U.S.C.) Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The United States Government (USG) intends to award a single Firm-Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (ID/IQ) contract as a result of this effort, to include five (5) one-year ordering periods beginning on the date of contract award. The contract will include a maximum contract ceiling value of $252,943,230.00. Please note, this announcement is issued for notification purposes only and is not a Request for Proposal (RFP). It is expected that the RFP for this effort will be posted in October 2018.
