- Amendment 03 - Request for White Paper (RWP) Announcement - 06 September 2018 Questions & Answers - 06 September 2018 AMENDMENT 03: Amendment 03 is written to: a.) provide an updated Request for White Paper (RWP) Announcement attachment dated 06 September 2018. RWP Section 4.2 is updated to clarify the Attachment # 9 does not count towards the page page limit and RWP Section 6 is updated to clarify the demonstration will be held at the facility where production and/or assembly of the end item is being performed; and b.) release questions & answers (Q&A) received against the RWP to date. AMENDMENT 02: Amendment 02 is written to: a.) provide an updated Request for White Paper (RWP) Announcement attachment dated 30 August 2018. RWP Section 6 is being updated to clarify the Process & Product Demonstrations shall occur on the same day and shall not exceed eight (8) hours; and b.) release questions & answers (Q&A) received against the RWP to date. AMENDMENT 01: Amendment 01 is written to provide an updated Request for White Paper (RWP) Announcement attachment dated 29 August 2018 to clarify at RWP 1.2 that the Government is seeking complete IVAS white paper solutions; partial solutions will not be considered. BASE NOTICE: This announcement for an Other Transaction Agreement (OTA) opportunity is seeking white papers with innovative solutions to accelerate lethal defensive and offensive capabilities utilizing innovative components, including commercial items, for the selection of an Integrated Visual Augmentation System (IVAS) (formerly Heads-Up Display (HUD 3.0)) in accordance with the attached Statement of Objectives (SOO)and Request for White Paper (RWP) Announcement. The acquisition will be conducted as follows: Step 1: Submission of White Paper. Step 2: Upward Invitation(s) for Demonstration(s). Step 3: Demonstration(s) and selection of apparent OTA awardee. Step 4: Request for Prototype Proposal (RPP) Step 5: Negotiations with apparent OTA awardee. Step 6: OTA Award. The Government will not pay Offerors for submissions, and may engage in dialogues with Offerors prior to OTA award. The Government intends to award one (1) OTA, procuring approximately two thousand five hundred & fifty (2,550) IVAS prototypes (to include hardware, software, and the associated interface control documentation) in four (4) increments or "capability sets". This competitively awarded prototype project will provide for the acquisition of follow-on production systems upon successful completion of the project, without further competition, as authorized by statute. The Government anticipates the selection of one (1) Offeror for award of a single contract or agreement for follow-on production of IVAS. Each white paper shall include the following: Introduction (1 page) Technical (46 pages) Specification sheets do not count towards Technical page limit. Data Rights (no page limit) Non-Traditional Defense Contractor & Level of Participation (2 pages) Contractor Responsibility (no page limit) Summary (1 page) White papers are due no later than 11:00 a.m. Eastern Daylight Time on 07 September 2018. Required proposal information shall be submitted to the AMRDEC Safe Access File Exchange (SAFE) system at https://safe.amrdec.army.mil/safe/Welcome.aspx to the attention of lisa.j.yamakawa.civ@mail.mil.
