- Exception to Fair Opportunity The work to be done under this task order involves the use of Natural Language Processing (NLP), which is a scientific method in the bioinformatics domain that combines linguistics and computer science. In order to complete the work requested under this task order, the Contractor will need personnel with knowledge and experience using NLP methods as well as particular computer software to implement the NLP methods. This project needs to be completed within 1 year, therefore the Contractor must be prepared to start work quickly after the contract is awarded, without needing to orient themselves to the particular aspects of implementing NLP in the VSD, or acquiring and installing new computer software. Kaiser Permanente Southern California (KPSC) is the only organization in the VSD IDIQ that can meet all of these criteria. KPSC was awarded a previous VSD IDIQ task order to perform an NLP study in 2015. That task order was awarded through a competitive process in which all VSD sites were given the opportunity to apply. KPSC was awarded the task order based on the highest technical score. KPSC successfully completed that previous NLP work in 2017. KPSC's work during the previous task order established that KPSC has the appropriate personnel and computing resources required to perform the work requested under this new task order, which is similar to the prior work. The additional experience KPSC gained during the previous task order puts them in the current position of having unique experience implementing NLP methods in the VSD operating environment, which is directly applicable to the current request. KPSC already has the necessary specialized computer software installed that is needed to perform the NLP work, which will allow them to begin work without delay following task order award.
