- SOURCES SOUGHT Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) in Port Hueneme, California, is issuing this sources sought synopsis as a means of conducting market research to identify potential commercial, government and/or academia resources capable of applying various coating products to composite and metal substrate coupons. This work is in direct support of various combat and communication system basic and applied research projects that require laboratory, field and shipboard testing. This notice is to support research efforts for testing and evaluating various coatings. This notice is seeking entities that can prepare metal and composite substrates and apply various coatings to the prepared substrates. Coupons will be of various sizes and shapes. Coatings include thermal management, zinc-rich, epoxy, polyurethane, polysiloxane, polyester gel coat, room temperature vulcanized (RTV), high solids, 100% solids and powder materials (including triglycidyl isocyanurate (TGIC) and β-hydroxyl-alkyl amide (HAA) polyester) systems. Surface preparation will require achieving various Society for Protective Coating (SSPC) and National Association of Corrosion Engineers (NACE) standard requirements on composite (i.e. glass, carbon, aramid, etc. fabrics/unidirectional tapes in epoxy, polyester and vinyl ester matrixes), ceramic and various metal (i.e., aluminum, iron, copper and nickel alloys) substrates. These requirements include SSPC-SP 1, SSPC-SP 2, SSPC-SP 5/NACE No. 1, SSPC-SP 6/NACE No. 3, SSPC-SP 7/NACE No. 4, SSPC-SP 10/NACE No. 2, SSPC-SP 11, SSPC-SP 14/NACE No. 8 and SSPC-SP 15. Coatings will require high volume, low pressure (HVLP) spray, airless spray and powder coating equipment to apply. Because a significant number of coatings are highly viscous, airless spray equipment must be capable of producing maximum working pressures at the spray gun of up to 7,250 psi and have a pump package capable of producing a maximum working pressure ratio of at least 60:1 at 100 psi maximum inlet pressure. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary, the government assumes no financial responsibility for any costs incurred. The results of this market research and study will: 1) be formally published and presented at/in various Department of Defense and professional materials related society ( American Society of Naval Engineers or National Association of Corrosion Engineers, etc.) written publications, working groups, meetings and/or conferences; and 2) developed into deliverable products for ships force, designated overhaul points (DOPs), regional maintenance centers (RMCs) and original equipment manufacturers (OEMs) to apply to combat, communication, ordnance and hull, mechanical & electrical (HM&E) equipment during maintenance actions and new production. If your organization has the capability to perform the surface preparation and apply the coatings described above, please provide the following information: 1) Documentation which gives technical specifications and details (i.e., model number, manufacturer, etc.) of the coating application and surface preparation equipment your organization possess; 2) Examples of experience in applying the above coatings to the above substrates; and 3) Names of personnel who have current coating inspector certifications, such as NACE, SSPC or NAVSEA and their certification levels. Various quality assurance tests are required at key points during the surface preparation and coating application processes, such as surface cleanliness, surface profile, dry film thickness, wet film thickness, environmental (temperature, humidity, etc.) etc. to insure that a coating has been applied correctly. A variety of non-destructive testing (NDT) and destructive testing equipment are needed to perform these tests, such as SSPC-PA 2 gages, Tooke gages, environmental gages and data loggers, conductivity instruments and ultrasonic. In addition to having proper, calibrated equipment, specific industrial certifications are required of personnel who perform the tests. For combat, communication and ordnance equipment, a person with a NACE/SSPC Level 2 or higher coating inspector certification plus two (2) years minimum experience with composite substrates is required. For HM&E equipment metal substrates, a person with a NACE/SSPC Level 1 or higher or NAVSEA Basic Paint Inspector certification is required. If your organization does not have personnel with the above NACE/SSPC/NAVSEA certifications, this function can be provided by NSWC PHD Code 00T and is not mandatory for award of contract. However, having these personnel will significantly improve award ranking from multiple applicants.
