- The US Army Corps of Engineers, Kansas City District, intends to issue a Design-Bid-Build (DBB) Request for Proposal (RFP) solicitation for Construction Services to construct a new Water Treatment Plant, Jackson County, Missouri. The work shall include the contractor providing all labor, equipment, materials, and travel. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. There will be an organized site visit planned for this solicitation. The details will be included in the solicitation. If there are any changes to the scheduled site visit, the correct time and location will be included in the solicitation or amendments as applicable. No options have been identified for this project. In accordance with FAR 36.204 and DFARS 236.204, the estimate magnitude if this construction project is between $25 Million and $100 Million. This solicitation will be issued as a Request for Proposal (RFP) and evaluated in accordance with FAR 15.3 and DFARS Part 215.2 source selection procedures. The RFP will result in the award of a single firm fixed price (FFP) construction contract. The estimate performance period for completion of construction is 730 days from Notice to Proceed (NTP). The solicitation will be available on or about October 3, 2018 and proposals will be due on or about November 2, 2018. The solicitation, including any amendments, shall establish the official opening and closing dates and times. This procurement is Full and Open with a North American Industry Classification System (NAICS) Code is 237110 (Water Treatment Plant Construction), with a size standard of $36.5 million. For the purpose of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standards stated above. To view or download the solicitation requires registration at the Federal Business Opportunities (FBO) website at http://www.fbo.gov and www.ProjNet.Org. Downloads are available only through the Projnet.org website. Any amendments will only be available from the ProjNet website. Offerors are responsible for checking the FBO and ProjNet websites frequently for any update(s) to this Pre-Solicitation Announcement or amendments to the Solicitation. The website is occasionally inaccessible due to maintenance. The government is not responsible for any loss of internet connectivity or for an offerors inability to access the document at the referenced website. Prior to bidding, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and associated information will be available from the FedBizOpps website at https://www.fbo.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the Offeror's responsibility to check the website periodically for any amendments to the solicitation. **SAM NOTARIZED LETTER PROCEDURES: An original, signed, and notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number is now required within 30 days of activation for both NEW SAM.gov entity registrations and EXISTING entity updates or renewals. Failure to do so within 30 days of activation may result in the registration no longer being active. The notarized letters MUST BE POSTAL SERVICE MAILED (not emailed or faxed) to the "FEDERAL SERVICE DESK" and must contain the information outlined in the "instructions for domestic entities" or "instructions for international entities" located at https://www.gsa.gov/about-us/organization/federal-acquisition-service/office-of-systems-management/integrated-award-environment-iae/sam-update. Templates for appointing an Entity Administrator are included within the respective instructions.** ATTENTION: If you are an interested vendor it is advised to assure your SAM registration is current or if you do not have a SAM account to register as soon as possible because the SAM registration must be current and active at the time of when proposals are due to the Government. The SAM system does take a few weeks to updated a current registration or complete a new registration application. Proposals that are submitted that do not have Active SAM reports will be deemed unresponsive to the RFP requirements. A Proposal Guarantee will be required with your proposal in the amount of 20% of the Offeror's proposed price or $3,000,000.00, whichever is less. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued.
