- Description
- The Naval Air Warfare Center, Lakehurst, intends to enter into sole source negotiations for the procurement of an Operational Test Program Set (OTPS) as an order off the N00019-14-G-0019 BOA with Lockheed Martin Corporation - Rotary and Mission Systems - Owego NY for H-60 & E-2. The afformentioned OTPS will be used for the implementation of ECP 6460/6462. This OTPS will provide support for the H-60 Advanced Radar Periscope Determination and Detection (ARPDD) Receiver Transmitter (RT) Weapons Replaceable Assembly (WRA) P/N: 300A380-4 and shall be designed and developed to successfully (regression) test on Consolidated Automated Support Systems (CASS) all the RT performance requirements needed for this effort. The anticipated award will be made to Lockheed Martin Corporation- Rotary and Mission Systems, located in Oweego NY (CAGE 03640 ). Lockheed Martin is the prime integrator on the MH-60R/S Aircraft and is the designer, developer, and manufacturer of the MMR OTPS. The required OTPS hardware and software will be designed and developed to provide test capability for the Units Under Test (UUTs) when used in conjunction with the test station and ancillary equipment at the Navy's I-Level of maintenance for the MH-60S/R aircraft. These OTPSs will be upgraded and hosted on a Consolidated Automated Support System (CASS). Lockheed Martin has developed the necessary data for the identified OTPSs as part of the Logistical Support Analysis (LSA) under the Engineering, Manufacturing and Development (EDM) aircraft contract. Lockheed Martin is the only firm that possesses the detailed technical knowledge, engineering expertise, aircraft integration and technical data for all components involved. No other source has sufficient technical data, drawings, software, and trained technical personnel to perform this effort. The Government does not possess the technical data. This acquisition is being pursued under the sole source basis under the statutory authority 10 USC 2304 (c)(1), as implemented in FAR 6.302-1; therefore a solicitation is not available for this procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within seven days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
