Revised PWS Q: Whom shall we contact to perform a site visit? A: Contract Joel Sire at joel.a.sire.mil@mail.mil. If you are interested, there will be a site visit for the subject solicitation tomorrow, 8/31/18 at 12:30PM PDT. Please let me know if you plan to attend so that I can secure an escort for you. If you cannot attend the site visit tomorrow, but you would still like to walk the site, we are planning a secondary site visit for Tuesday 9/4/18 at 12:30PM. Q: Is there an incumbent currently performing these duties? A: This is a new requirement and there is no incumbent. Q: What is the basis of award for this contract? i.e. LPTA, Best Value, etc. A: Lowest Price Technically Acceptable (LPTA). Q: What was the incumbent's reported weekly and monthly CMR (Manpower Reporting)? A: This is a new requirement and there is no incumbent. Q: The solicitation due date (9/21) is AFTER the Base year start date (9/1). Can you please issue an amendment, so our team can continue with review and response? A: This will be amended to remove the start date, and services will simply begin shortly after contract award. Q: Whom shall we contact to perform a site visit? A: Contract Joel Sire at joel.a.sire.mil@mail.mil. Q: Is there an incumbent currently performing these duties? A: This is a new requirement and there is no incumbent. Q: What is the basis of award for this contract? i.e. LPTA, Best Value, etc. A: Lowest Price Technically Acceptable (LPTA). Q: What was the incumbent's reported weekly and monthly CMR (Manpower Reporting)? A: This is a new requirement and there is no incumbent. Q: What is the checkout time for the Lodge / Bldg 208? A: 11:00AM. Q: What is the average occupancy % for the lodge on a daily basis? A: 50% - 75%. Note: monthly drill will result in 100% occupancy one weekend per month. Q: The PWS states "The contractor shall provide services between the hours of 8:00am-10:00am Monday through Friday", i.e. only 2 hours are available each day. In an effort to determine how many staff will be required to perform these duties within the 2 hour window how often will each will the cleaning functions be performed weekly? A: Contractor will have access to the facilities from 7:00AM - 4:00PM. Actual hours worked are to be determined by the contractor. These hours are subject to PWS paragraph 1.4.4 for base closings. The PWS will be updated to reflect this information. Q: How often should floor maintenance be accomplished? Depending on the square footage this could be a very costly line item and mostly because of the labor. I would suggest a minimum of annually. Floor care is multi-layered; meaning several steps and solutions but labor intensive and therefore costly. If the floors are in good condition and adequate level currently then a contractor could plan for good daily maintenance and possibly one time per year scrub and recoat or strip and recoat. A: This task will be removed from the PWS. Q: Would the government supply the chemical products to perform floor maintenance? A: Per PWS Paragraph 4.0.1 contractor shall furnish cleaning chemicals for steam cleaning carpet. Per PWS paragraph 3.2 the government will provide all other cleaning chemicals. Q: How often should each of the tasks in section 5 be accomplished? A: A schedule for each task will be included in the PWS. Q: What are the specific timeframes/tasks for base access and training? A: a single page form must be filled out resulting in a background check through our local pass & ID office. Once background check is accomplished antiterrorism training will be accomplished locally and takes approximately 20 minutes. Background checks can take from 24 hours to one week. Q: In the PWS, Performance Requirements Summary, Acceptable Quality Levels states: "does not meet the performance standard not more than three times per month or per year for carpets cleaning. To confirm this would be interpreted to mean the cleaning or performance should not be "needed or performed" more than three times per month or year? If so, there seems to be a contradiction on the carpet cleaning as it states Quarterly (4x per year) page 7, paragraph 5.3.1 states quarterly (4x) but page 12 last item (5.10) states no more than 3 times per year. Which time frame applies? A: Task 5.3 is for sweeping, vacuuming and mopping, which must be accomplished daily as needed. This task need not be accomplished for rooms that are already clean. The Acceptable Quality Level for this task is that it must not be found unacceptable more than three times per month. Task 5.10 (updated as 5.3.1) is for steam cleaning which must be accomplished quarterly (4x per year) or more often if needed. Q: Are schematics/drawings available for each of the buildings? A: Yes. Drawings will be uploaded. Q: In bldg. 208, how many queen, double, and twin beds are there? A: 1 queen, 20 double, 48 twin. These numbers are subject to change. Q: How many hide-a-beds are there? A: 5. Q: How often are occupied rooms required to be serviced? A: Once per week for long-term guests only. Not required for guests staying less than one week. Q: After drill weekend, how soon after do all rooms need to be serviced? A: Five (eight once new washer & dryers arrive) rooms shall be cleaned each working day until all unoccupied rooms are serviced. Q: How many washers and dryers are there? A; Three domestic washers and two dryers. Note: Two new washers and dryers are currently on order. Q: What is the known capacity of the washers & dryers? How many loads of laundry are required to accomplish cleaning after drill weekend? A: Capacity is between 7-18 lbs. 90-120 loads of laundry are typically required after drill weekend. Q: Can you tell me how many Mondays and Fridays are scheduled as non-work days in the next 12 months? A: There are a total of 36 weekdays (inclusive of federal holiday) that are scheduled as non-work days during fiscal year 2019. Q: Are any specific licenses required to perform in Oregon or Kingsley Field? A: Under Oregon law, recruiting, soliciting, supplying or employing workers for another for remuneration requires a labor contractor license in several industries. BOLI's Wage and Hour Division licenses farm / forest labor contractors, construction labor contractors, and (effective January 1, 2018) janitorial labor contractors through our labor contractor licensing unit in Salem.
