- This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Sharp 10 Group, LLC, located at 1645 Palm Beach Lakes, Blvd., Suite 1200, West Palm Beach, FL 33401-2214. Services will be from 10/01/2018 through 09/30/2019 with four (4) twelve (12) month option periods under NAICS 517410. The Vendor shall provide all labor, parts, materials, and travel required to provide 24/7 full service activation/coverage for Satellite cable TV services located at the Community Outpatient Clinics in Eglin, FL, Panama City, FL, and VA Panama City Beach Outpatient Clinic West (R Jackson), FL. This action will result in a firm-fixed-price service contract for the above-referenced CBOC s located in Florida. The period of performance shall be for twelve (12) months starting October 1, 2018 to September 30, 2019 with four (4) twelve (12) month option periods. Clause 52.217-8, Option to Extend Services, and Clause 52.217-9, Option to Extend the Term of the Contract, applies. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 09/13/2018 at 12:00 PM CST, to rene.impey@va.gov. When responding to this announcement, respondents should refer to Announcement 36C25618U0243, Notice of Intent in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the www.fbo.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after September 13, 2018, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Sharp 10 Group LLC. The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition. REQUIRED SERVICES: Contractor to provide Satellite TV services for the Gulf Coast Veterans Health Care System at the following clinics: Eglin Outpatient Clinic (OPC), FL; Panama City OPC, FL; and R Jackson OPC, FL. To include all labor, parts, materials, and travel required to provide 24/7 full service activation/coverage for various buildings and numerous drops. Currently all buildings are connected and receiving services except for the new expansion. This building will need to be connected in order to receive services. Eglin OPC, FL Requires four (4) receivers Panama City, FL Requires four (4) receivers VA Panama City Beach Outpatient Clinic West (R Jackson), FL Requires 1 Receiver Cable Outage Response Time: Within one (1) day or 24-hours following notice of a service call. Contractor shall be responsible for troubleshooting all equipment failures and shall notify the Contracting Officer for any disruption of cable service, which may exceed 48-hours from the original service call. Contractor must notify and provide verbal or detailed written service report to the VA Contracting Officer for any disruption of service, which exceeds 48-hours from the original service call receipt Any defective satellite equipment, cabling, found outside the buildings shall be repaired or replaced by the Contractor. Any defective cabling found within the buildings shall be repaired or replaced by the Government. All parts and labor are covered under this plan, as stated above. If field technicians are unable to repair faulty equipment outside the buildings, and the contractor is non-responsive within 72-hours from original service call, the Government reserves the right to contract for repair service with another provider. Any repair service fees charged by an outside provider will be passed along to the contractor and shall be deducted from their monthly invoice (outside charges shall be deducted appropriately within the timeframe service was disrupted).
