Description
SOURCES SOUGHT: The Department of Veterans Affairs, VISN 6 Network Contracting Office (NCO) is conducting Market Research through this sources sought to help determine the availability of qualified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and Small Businesses (SB) capable of supplying the Bread to the ASHEVILLE VAMC: Please see Statement of Work below If an equal item can be offered, submit the technical specifications and it will be reviewed for technical acceptability and compatibility with existing VA systems. If the contractor can provide the above items, the contractor shall provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Failure to submit an authorized distributor letter shall result in the product(s) potentially offered to be considered grey market and shall not be considered technically acceptable. The capability statements received from this market research are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not assume any costs incurred by the contractor in the preparation of responses. All responses shall be submitted in writing no later than September 12, 08:00 AM, EDT to the attention of: Nicholas J Ruppert, VA Medical Center, 27 Averill Avenue, Hampton, VA 23667. E-mail address: Nicholas.Ruppert@va.gov Performance location: VAMC Asheville 1100 Tunnel Road Asheville, NC 28805 STATEMENT OF WORK Provide Bread and Bakery Products listed in the Schedule for the period of October 1, 2018 through September 30, 2019 for the following Department of Veterans Affairs, Medical Centers: VA Medical Center, Asheville, NC Each medical center has one location requiring bread and bakery products. Nutrition and Food Service (Hospital) PRODUCT SPECIFICATIONS: All products offered will be available to be ordered for delivery. Location will phone in delivery orders for bread products to the Contractor. VA facilities will require deliveries four (4) or five (5) days per week. Order will NOT be required to be placed more than one week prior to delivery day. Bread shall not be more than 24 hours old upon arrival at receiving point. Bread shall be packaged in accordance with the commercial practice. Bread shall not have been frozen prior to arrival. The package shall afford adequate protection against deterioration and physical damage during shipment from the supply source to the medical center. If an item has been ordered and is not available at the time of delivery, it will be the vendor s responsibility to obtain the necessary product that day. All delivery tickets and invoices referencing the purchase order number must show the total loaves/packages delivered for each line item and the total weight delivered for each line item. All items may be purchased by each item. It is not required to purchase by the flat. The Government does not guarantee the estimated yearly quantity. Please indicate the time orders are to be placed by location: Asheville, NC ________________a.m./pm. AUTHORIZATION FOR CHANGES: The contractor shall contact the Contracting Officer on all matters pertaining to administration. Only the Contracting Officer is authorized to make commitments to issue changes which will affect the price, quantity and quality or delivery of this contract. ALTERNATE ITEMS, PACKAGING AND PACKING: Offerors may propose alternate items, packaging or packing. Offerors shall clearly indicate, in their offer, the quantity, packaging size, unit or other different features upon which the offer is submitted. Evaluation of the alternate items will be made against a common denominator (i.e., weight, package quantity, etc.). Offerors are reminded that the alternate item must meet all the requirements of the Government specifications. PRODUCT QUALITY AND FRESHNESS: All bread shall be delivered to the requested destinations as listed in the schedule. All bread and bread products furnished under this contract shall be fresh and of the highest quality. All products furnished under this contract shall be processed and packed under sanitary conditions in strict accordance with guidelines provided by the U.S. Food and Drug Administration and the U.S. Department of Agriculture, using the best commercial practices that are standard for the industry. All containers shall be clean, sound and securely covered or sealed to provide adequate protection from dirt, filth or contamination. Unless otherwise specified in the item specification or solicitation, marking shall be in accordance with best commercial practice. Any commercial or additional labeling as specified which complies with the U.S. Food, Drug and Cosmetic Act and regulations promulgated there under, is acceptable. Breads and Buns that contain seeds must be labeled or identified as such. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerances specified using conversion dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the Contracting Officer to determine if the product is acceptable. The COR, in accordance with the Contracting Officer, will accept or reject the product. DELIVERIES OR PERFORMANCE: The Contracting Officer shall authorize personnel to place delivery orders for products listed in the schedule of pricing. Orders shall be placed no less than 1 work day prior to the required delivery date, upon delivery at the receiving location, items ordered shall be less than 24 hours old. Deliveries shall be made as requested by the COR or his/her designee, excluding Saturday, Sunday and federal holidays. Federal Holidays are as follows and include any other days specifically declared by the President of the United States to be a national holiday: Memorial Day: Monday, May 27th, 2019 Thanksgiving: Thursday, November 22nd, 2018 4th of July: Thursday, July 4th, 2019 Christmas: Tuesday, December 25th, 2018 Labor Day: Monday, September 2, 2019 New Year s: Tuesday, January 1st, 2019 Columbus Day: Monday, October 8th, 2018 MLK Day: Monday, January 21st, 2019 Veteran s Day: Monday, November 12th, 2018 Presidents Day: Monday, February 18th, 2019 INSPECTION OF PLANTS: All product furnished under the awarded contract shall be processed at plants that have been inspected by the Federal Government. Approved inspection reports of another VA Facility or other Federal Government agency will be accepted as satisfactory evidence that the facilities/plants meets these requirements, provided that the inspection was made not more than six (6) months prior to the proposed contract period. The Contracting Officer or his/her designee reserves the right to make pre-award, on-site survey and inspection of the plant, personnel, equipment and processes of the offeror prior to making award and conditions found will be considered in awarding the contract. Inspection(s) may also be made at any time during the life of the contract and, if it is found that the contractor is not complying with specifications, deliveries will be rejected and the products covered by this contract will be procured in the open market. Any excess cost occasioned by this action will be charged against the contractor s account. Estimated Annual Quantity Item Description Quantity 1.
