Deputy Senior Aviation Advisor (DSAA) Lima, Peru Issuance Date: 09/06/2018 Closing Date: 09/20/2018 SOLICITATION NUMBER: PSC-18-055-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. Submit proposal via e-mail to the attention of: INL/Dominique Chittum E-mail: ChittumDA@state.gov Direct questions regarding this solicitation to: INL/Dominique Chittum E-mail: ChittumDA@state.gov INL will not accept proposals beyond the closing time/date; unless it can be determined DOS mishandled the proposal. 1.SOLICITATION NUMBER: PSC-18-055-INL 2.ISSUANCE DATE: 09/06/2018 3.CLOSING DATE: 09/20/2018 4.TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 3:00 PM, EST 5.POSITION TITLE: INL Deputy Senior Aviation Advisor 6.MARKET VALUE: $85,181 - $125,091 (FS-02 Equivalent) 7.PERIOD OF PERFORMANCE: One year from date of award, with four optional years 8.PLACE OF PERFORMANCE: Lima, Peru 9.JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The U.S. Department of State's (DoS), Office of Aviation (INL/A) supports the Bureau of International Narcotics and Law Enforcement Affair's (INL) interregional aviation program, playing an important and crucial role in the USG's efforts in waging an aggressive and effective attack against the foreign drug and crime threat. The Office of Aviation supports host governments worldwide in their efforts to locate and eradicate illicit drug crops, interdict illicit drug production and trafficking activities, and develop their own institutional counter-narcotics aviation capabilities. The Office is responsible for providing the aviation assets, USG contractor services and the personnel to oversee and manage the assistance provided so that the host government can conduct air-supported curtailment of the supply of illegal drugs through eradication of drug crops, interdiction of refining laboratories and trafficking activities, and other enforcement operations as defined by the USG-Host Government bi-lateral agreements. Other activities include inter-theater and intra-theater airlift of cargo and passengers in support of U.S. Embassies through the use of fixed wing passenger and cargo airplanes. INL/A utilizes a fleet of rotary wing and fixed wing aircraft to support eradication, interdiction, Search and Rescue, air cargo, passenger movements, and utility/service support in hostile conditions in multiple overseas locations. Purpose: This personal services contract (PSC) provides a Regional Deputy Senior Aviation Advisor (DSAA) for the International Narcotics and Law Enforcement Affairs Lima, Peru (INL Lima). The DSAA serves as in-country aviation advisor, responsible to the Senior Aviation Advisor (SAA) for providing Aviation Program implementation, direction, and execution oversight of INL/A and INL Lima-provided aviation assets. Duties and Responsibilities: 1.Ensure compliance with INL/A Operations and Safety Directives, Guide to Aviation Training and Standardization and the respective Aircraft Training Manuals by personnel from INL Lima, the US Contractor and the Peruvian National Police (PNP) Aviation Directorate that combined, comprise the INL Lima Aviation Program. 2.Manage all facets of aviation operations involving a fleet of USG fixed wing and rotary wing tactical and transport aircraft, which function within an integrated program supporting diverse counter-narcotics missions. These missions include eradication, interdiction, logistics, resupply, replenishment, sustainment, and host nation aviation training. 3.Oversee the conduct of air operations involving USG aircraft throughout the territory of Peru in order to verify the safety of air operations conducted from INL Lima facilities. Analyze interrelated issues of effectiveness and efficiency affecting the aviation program in order to improve flight safety. 4.Apply specialized and professional knowledge to supervise the standardization of aviation support contractor pilots and PNP Aviation Directorate pilots operating from multiple forward operating locations. 5.As a Government Task Monitor (GTM), perform contract oversight on all aspects of the INL/A Aviation Support Services Contract currently in force in accordance with DoS Contract Administration Procedures. Maintain the Contracting Officer's Representative (COR) is informed by submitting reports as required regarding the Contractor's performance and activities and provide comprehensive trimester award term input evaluating contractor performance. 6.Oversee Contractor performance in supporting aviation Maintenance, Operations, Training, Logistics, and Safety programs for the PNP Aviation Directorate. 7.Coordinate with the PNP Aviation Directorate, the aircraft and personnel deployments within Peru required to support manual eradication, the interdiction of illegal drug shipments, and other missions authorized by the Chief of Mission. 8.Monitor the training of aircrew and aviation maintenance and support personnel for the PNP provided by the Contractor. 9.Recommend changes to the governing directives for the INL Lima Aviation Program. These changes to procedures include, but are not limited to the DoS Aircrew Training Program, DoS Aviation Operations Directives, DoS Guide to Aviation Training and Standardization, DoS Aircrew Training Manuals, INL/A Standard Operating Procedures for counter-narcotics operations in Peru. 10.Recommend changes to operational tactics and training procedures (through the contractor, INL/A training/standardization staff) for enhancing eradication and interdiction operations. Tactics and procedures include, but are not limited to Night Vision Goggle operations and tactics, and helicopter escort tactics/rules of engagement/aerial gunnery. 11.Provide guidance to the PNP Aviation Directorate with regard to operations and aircraft maintenance activities and personnel training. 12.Assist in Aviation Program budget formulation and execution, program planning, definition of aviation procurement requirements, and in preparing related program and procurement documentation. 13.Assist in the end use monitoring of aviation commodities provided to the host government by the USG. As necessary, conduct field survey, evaluations, and special requirement studies. 14.Oversee and evaluate the performance of INL Lima Personal Services Contractors, Locally Engaged Staff and personnel contracted by the Peruvian government that are assigned to the Aviation Program. 15.Assist the SAA in facilitating high-level interagency coordination among the American Embassy agencies involved in counter-narcotics operations or support and with the Peruvian police, military forces, and other agencies as required. 16.Ensure that INL Lima facilities are maintained in optimum condition. Verify that the appropriate preventive and restorative maintenance is performed to minimize deterioration in spite of environmental impact. 17.Maintain close reporting liaison with INL/A Directors and Staff as directed by the SAA. Ensure that the required reports are sent by INL Lima staff. Relationships: The Advisor works under the direct supervision of the SAA and functions in his/her behalf when absent. The Advisor will also report to the INL Lima Director when required and coordinate with the other INL Lima program heads as required. The Advisor will coordinate directly with INL/A and the various offices and agencies of the US Embassy Lima when directed. The Advisor will coordinate operational and maintenance issues with the senior personnel of the PNP Aviation Directorate. Complexity: This position involves analyzing, assessing, planning, organizing and implementing complex counter-narcotics aviation operations. The Advisor must understand DoS, INL programming, and the functioning of the U.S. Embassy. The Advisor must cultivate and maintain a cordial and professional relationship with personnel of all grades belonging to the PNP Aviation Directorate while coordinating sensitive, complex issues affecting aviation operations and maintenance. Scope and Effectiveness: The Advisor will perform broad and extensive duties spanning the full range of aviation operations in support of the aviation mission. The Advisor will coordinate issues with a wide range of embassy and host-nation officials. Trainings & Distance Learning Courses 1.Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2.Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. Minimum Requirements: 1.U.S. Citizen with the ability to obtain and maintain Department of State Secret level security and medical clearances. 2.Demonstrated expert knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3.Demonstrated knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 4.Demonstrated expert knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by INL/A. 5.Demonstrated experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots and fixed wing pilots and the tactical employment of aircraft in a high threat environment. 6.Demonstrated expert knowledge and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. 7.Demonstrated basic knowledge of aviation maintenance, logistics, aviation safety, command communications, government intelligence procedures. 8.Prior experience as a military or civilian aircraft instructor. 9.In-depth knowledge of tactical employment of rotary wing aircraft in a CN environment. 10.Demonstrated ability to read, write, and speak the Spanish language at the technical and professional level. A minimum score of 3/3 on the FSI scale is required. 11.Demonstrated proficiency in Microsoft Office Suite. Evaluation Criteria: Factor 1.Contract Oversight(25 points) Demonstrated ability to oversee and evaluate a major aviation contract and develop, edit, and publish evaluation reports on contractor performance or lack thereof, as well as the ability to recommend corrective actions. Factor 2. Direct and Coordinate Actions (25 points) Demonstrated ability to direct personnel and coordinate aircraft operations in support of counter-narcotics operations and general law enforcement, aviation training and logistical support. Factor 3.Planning, organization (20 points) Demonstrated ability to plan, organize, and implement aviation operations, training and standardization programs, oversee maintenance, logistics, and aviation safety programs. Factor 4.Management (15 points) Demonstrated experience in aviation program management practices, knowledge, and use of regulations and guidelines, budget development and execution. Factor 5.Experience/Past Performance(15 points) Evaluation of applicant's past performance in determining ability to perform under the contract. In conducting the evaluation, the US Government reserves the right to utilize all previous professional evaluations and information available at the time of evaluation whether provided by applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
