- Statement of Work for HBG NASA/GSFC plans to issue a DRAFT Request for Proposal (RFP) for the Hydrosphere, Biosphere and Geophysics Support Services (HBG) procurement. This requirement includes services to support research across the fields of biospheric, hydrospheric, cryospheric science, geodesy and geophysics. The requirements for these activities range from experiment concept, design and fabrication, through data acquisition, data analysis, modeling, archiving and distribution, the development of science applications, and final publications and communications and outreach. Support services needed to accomplish this scientific mission is categorized into seven major areas which includes but not limited to: Science, Computing, Instrument Development, Calibration and Validation, Field Campaigns, Communications and Public Outreach. This contract reflects the requirements of the recently reorganized Hydrosphere, Biosphere and Geophysics office of the Earth Science Division under the Science and Exploration Directorate. NASA is not requesting proposals at this time. NASA anticipates issuing a Draft RFP for a Small Business Set-Aside competition which will result in a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) Single Award contract. The anticipated release date of Draft RFP Solicitation 80GSFC18R0078 is mid November 2018 with comments due on or about mid-December, 2018. The Government anticipates a 45 day phase-in transition period. The NAICS Code and Size Standard are 541715 (exception c) and 1,250 employees, respectively. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The draft solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
