- Description
- The Environmental Protection Agency (EPA) in Athens, Georgia intends to negotiate on a sole source basis to Thermo Electron North America LLC, in accordance with 13.106-1(b)(1), soliciting from a single source to purchase a maintenance and service agreement. This procurement is recommended to be processed without full and open competition. EPA s National Exposure Effects Research Laboratory (NERL) Exposure Methods and Measurement Division (EMMD), Public Health Chemistry Branch is needing a Support Plan for a Thermo Finnigan Element2 high resolution magnetic sector field inductively coupled plasma mass spectrometer (HR-ICPMS), Serial Number SN03769E. This service maintenance plan will be for maintenance and on-demand service for one year, with options to extend the Support Plan for another two years. The instrument manufacturer, Thermo Electron North America LLC, is the sole source equipment manufacturer and service provider for all Thermo Fisher Scientific Finnigan Element2 high resolution magnetic Mass Spectrometer systems, parts, training, technical support, field service support, and software updates. The Finnigan Element2 Mass Spectrometer system, and any attached peripherals use a technologically advanced method to analyze chemicals and to identify unknown samples. Thermo Fisher Scientific has proprietary rights to the design/software and is the only company with access to performance verified component parts, spare parts, software, technical support, upgrades and engineering resources to maintain the original operating specifications. Their Field Service Engineers (FSE s) are the only certified/factory trained engineers available to service the instrument, and are part of an organization that is ISO certified. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received within ten (10) calendar days of the date of this announcement, will be reviewed for consideration. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Federal Government.
