Description
This is a Synopsis of Contract Action (SOCA); this is not a solicitation for proposals and is not to be considered as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this SOCA or any follow-up information requests. The purpose of this SOCA is to notify industry of the US Air Force's intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) Please do not request a copy of solicitation, as one does not exist. Synopsis of Contract Action: The AFTC Contracting Directorate (AFTC/PZRA), Edwards AFB intends to issue a sole source, Firm-Fixed Price Contract under Federal Acquisition Regulation (FAR) in effect through Federal Acquisition Circular (FAC) 2005-100 using Part 12 Acquisition of Commercial Items; FAR Part 13 Simplified Acquisition Procedures; and FAR Part 13.106(b) Soliciting from a Single Source to Grayloc Products LLC., 9342 Telge RD, Houston, TX 77095. The applicable NAICS is 332999. Small business size standard is 750 employees. The following is a brief description of the acquisition requirements: Part Description SS316 HUBS QUANTITY MONEL K500 HUBS QUANTITY Butt Weld with Pressure Tap (1/4" high pressure) 13 6 Butt Weld with Pressure Tap (9/16" medium pressure) 1 1 Butt Weld with Pressure Tap (not ported*) 29 13 Ported to 1" medium pressure 7 7 Ported to 1" medium pressure with Pressure Tap (1/4" high pressure) 2 2 Ported to 1 ½ " medium pressure 15 15 Ported to 1 ½ " medium pressure with Pressure Tap (1/4" high pressure) 6 6 Nonflow‐Through Jacketed with Pressure Tap (1/4" high pressure) 2 2 Nonflow‐Through Jacketed with Pressure Tap (9/16" medium pressure) 2 2 Nonflow‐Through Jacketed with Pressure Tap (not ported*) 18 18 Seals (cryogenics rated) 54 38 A total of 92 clamps and seals are also required. SS316 hubs will be utilized in nitrogen, methane, or hydrogen system. The K500 Monel hubs will be in oxygen systems; alternate material with similar oxygen compatibility which meets the pressure requirements is acceptable. The not ported butt weld fittings should be similar to those that are tapped but without the tap drilled. They should have sufficient length to accommodate a 9/16" medium pressure port. This synopsis is published for informational purposes only. The proposed source, Grayloc Products LLC. is the sole, authorized distributor of SS316 and Monel K500 hubs that has been identified. There are no other available authorized resellers or distributors. There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include verification of the Offeror's Representation and Certifications-Commercial Items in accordance to FAR 52.212-3. If the offer does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any response received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR part 12. All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. All responses to this synopsis must be received NO LATER THAN September 12, 2018 at 4:00 p.m. PDT. Telephone requests to be placed on a mailing list will not be honored.
