Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID), of the National Institutes of Health (NIH), intends to negotiate on an other than full and open basis with Oxford University Press to procure article publications. Drs. Graham and Crank assembled and edited a compilation of 15 articles entitled "100 Years Since the 1918 Influenza Pandemic: Progress Toward the Development of Universal Influenza Vaccines" to coincide with the centenary of the 1918 influenza pandemic, to be submitted to the Journal of Infectious Diseases for publication. Articles have been compiled on 15 topics from researchers in the international influenza community to address topics relevant to the development of universal influenza vaccines in the 100 years since the 1918 influenza pandemic. Drs. Graham and Crank are curating and editing these submissions, as well as contributing an article on one topic. The scope of the Supplement includes virology, immunology, epidemiology and vaccinology of influenza, all in the historical context of the 1918 H1N1 pandemic. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-1922271) to Michael Barrett at michael.barrett@nih.gov, by 4:00 pm mountain standard time Sunday, September 16, 2018. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
