- Must meet or exceed Spec's out board Motors ( MFE) The Florida Army National Guard is looking for : Outboard Board Motors " Must be or Comparable to " Evilude Outboard Boat Motor 30 MFE 1 Ea. NSN: 2805-01-585-6914 Evilude Outboard Boat Motor 55 MFE 2. Ea NSN : 2505-01-554-7986 2805-01-554-7992 Total of 3 Motors - Plus a Factory Warrenty to be included Please see the attached Specfication sheet for details on specifications needed, all outboards must be or have or meet same techinal requirements as the boat motors lisited below. The price must include delievery to : Saint Augustine, FL all delieveys must be completed by 1 Dec 2018 All bids will be submitted by Sept 11th NLT 1 pm eastern time All questions regards to this solitation must be emailed by 9 Sept NLT 1 pm. EMAIL POC : Ms.Chechila, Rebecca rebecca.r.chechila.civ@mail.mil No Late bids will be accepted, and all must be submitted on the FBO website. * Must be registed in Sam NAICS CODE: 336618 PSC : 2895 This acquisition is utilizing procedures in FAR part 13, Simplified Acquisition Procedures. The Government intends to place a single, Firm-Fixed Price order without discussions. Therefore, offerors first quote must be their best offer. Do not assume you will be able to revise your offer. All contractors must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. WAWF clause with instructions will be provided at time of award. The Government will not provide contract financing for this acquisition The Government intends to award a contract resulting from this request for quotation to the responsible offeror whose quotation results in the "best value" to the Government, considering both price and non-price factors. FAR Provision 52.212-2 Evaluation - Commercial Items, applies to this acquisition and the following evaluation is applicable: The following factors will be used to evaluate quotations: 1) Pricing, 2) Technical Capabilities 1. Pricing of CLINS 0001 - 0003. The Government will evaluate offers for award purposes by the total price for each of the CLINs. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced. 2. Technical Capabilities - Must meet or exceed the salient characteristics in the attached document entitled "Salient Characteristics- of NSN's provided of Evlilude Boat motor" Submit Proposal detailing Contractor's offered product and how it will meet or exceed the requirement. Provide any specifications, floor plans, packaging, warranties etc. 3. The contracting officer shall consider data available in the statistical reporting module of the Supplier Performance Risk System (SPRS) regarding the supplier's past performance history for the Federal supply class (FSC) and product or service code (PSC) of the supplies being purchased. See DFARS provision 252.213-7000, Notice to Prospective Suppliers on the Use of Past Performance Information Retrieval System-Statistical Reporting in Past Performance Evaluations. Submittal Requirements: Submit the following in order to be considered for award. 1. Detailed Pricing of CLINS 0001 through 0003 2. Any specifications for all components being offered. 3. Any Warranties and coverage. 4. Representations and Certifications, in accordance with FAR 52.212-3, the offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision. 5.
