- Statement of Work Synopsis #: FA8601-18-Q-0236 Notice Type: Special Notice Synopsis: The United States Air Force, AFLCMC/Base Support Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of Membership in the Acoustical Society of America for the 711th Human Performance Wing, Division of Battlespace Acoustics (711HPW/RHCB) located at Wright-Patterson AFB. The reason for lack of competition is that the Acoustical Society of America Incorporated is the sole entity who manages the ASA Standards committees. Membership in these committees is required in order for the 711HPW/RHCB to participate in the writing, approval, and establishment of new standards that impact issues relevant to the Air Force. Membership to the Acoustical Society of America can only be purchased through Acoustical Society of America Incorporated. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(ii). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 813920 - Professional membership associations and FSC code U005 - Tuition, Registration and Membership Fees. Business size standard for NAICS 813920 is $15 million dollars. The proposed source is The Acoustical Society of America Incorporated. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources or authorized distributors may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Wednesday, 12 September 2018 by 11:00 am EST and meets all the following requirements: Requirements: Specific goals include provision of institutional membership in the society and the rights for members of AFRL to attend special standards working group meetings and regular meetings at society conferences, and serve as voting members on multiple standards committees that impact issues relevant to the Air Force, and to participate in the writing and approval of such standards. These standards committees focus on communication and speech intelligibility (particularly in operational environments), measurement of continuous and impulsive noise from a number of military weapons systems, and the evaluation of hearing protection and communication systems. All of these requirements shall be provided by the grantee for the entirety of the membership. OPTIONS: Basic Year (FY 18): • Integration of USAF representatives - one primary and one alternate for each of the accredited standards committees that AFRL will be participating in. • Training materials for the development of standards and the operations of the ANSI standards committees. • Access to institutional copies of the Journal of the Acoustical Society of America and additional periodical scientific publications • One year membership in the following: o TAG TC 108 - Mechanical Vibration, shock and condition monitoring o TAG TC 43 - Acoustics o TAG TC 43/SC 1 - Noise o S1 - Accredited Standards Committee on Acoustics o S2 - Accredited Standards Committee on Mechanical Vibration and Shock o S3 - Accredited Standards Committee on Bioacoustics o S12 - Accredited Standards Committee on Noise Option Year I (if exercised FY 19): • Access to institutional copies of the Journal of the Acoustical Society of America and additional periodical scientific publications • One year membership in the following: o TAG TC 108 - Mechanical Vibration, shock and condition monitoring o TAG TC 43 - Acoustics o TAG TC 43/SC 1 - Noise o S1 - Accredited Standards Committee on Acoustics o S2 - Accredited Standards Committee on Mechanical Vibration and Shock o S3 - Accredited Standards Committee on Bioacoustics o S12 - Accredited Standards Committee on Noise Option Year II (if exercised FY20): • Access to institutional copies of the Journal of the Acoustical Society of America and additional periodical scientific publications • One year membership in the following: o TAG TC 108 - Mechanical Vibration, shock and condition monitoring o TAG TC 43 - Acoustics o TAG TC 43/SC 1 - Noise o S1 - Accredited Standards Committee on Acoustics o S2 - Accredited Standards Committee on Mechanical Vibration and Shock o S3 - Accredited Standards Committee on Bioacoustics o S12 - Accredited Standards Committee on Noise Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Acoustical Society of America Incorporated is the sole entity who manages the ASA Standards committees. Membership in these committees is required in order for the 711HPW/RHCB to participate in the writing, approval, and establishment of new standards that impact issues relevant to the Air Force. Membership to the Acoustical Society of America can only be purchased through Acoustical Society of America Incorporated. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award for solicitations issued after 29 May 2012. You may contact SAM at 866-606-8220.
