NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Detailed Analysis of the State of Arizona as a Contract Health Service Delivery Area (CHSDA) Announcement No.: 18-236-SOL-00064 The Government hereby submits a notice of intent to award a sole source contract to Cliff Wiggins, 8191 Wild Orchid Circle Blowing Rock, NC 28605 cliff@gowiggins.com 301-980-2794; DUNS # 080610560. IHS requires support services to perform detailed analysis of PRC implications in the state of Arizona to be identified as and all state Contract Health Service Delivery Area (CHSDA). ORAP is requesting contract support to analyze the benefits and costs for Arizona to be identified as a state wide CHSDA. Tribal shares calculations will also need to be performed to determine the implications on Tribal Shares in the event that the State of Arizona being identified as a full state CHSDA. Tribal Consultation requirements are critical to determine how any cost shifts may be impacted in the budget formulation process for annual appropriations. The Snyder Act provides the formal legislative authority for the expenditure of funds for the "relief of distress and conservation of health of Indians." In 1934, Congress provided the specific authority to enter into medical services contracts for American Indians and Alaska Natives. These, among other authorities established the basis for IHS and the Purchased/Referred Care (PRC) Program. The PRC Program is integral to providing comprehensive health care services to eligible American Indians and Alaska Natives (AI/AN). The Indian health system delivers care through direct care services provided in an IHS, Tribal or Urban Indian Health Program (I/T/U) facility (e.g., hospitals, clinics) and through PRC services delivered by non-IHS providers. The general purpose of the PRC Program is for I/T/U facilities to purchase services from private health care providers in situations where: 1) No IHS or Tribal direct care facility exists, 2) The direct care element is not capable of providing required emergency and/or specialty care, 3) The direct care element has an overflow of medical care workload, and 4) Full expenditure of alternate resources (e.g., Medicare, private insurance) has been met and supplemental funds are necessary to provide comprehensive care to eligible Indian people. This notice is for informational purposes only and is not a request for proposal/quotation. A Sources Sought Notice was posted from August 28, 2018 through September 4, 2018 under the title "Detailed Analysis of the State of Arizona as CHSDA - 18-236-SOL-00064." Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Indian Health Service.
