- The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Steffany J. Fredman located at 2246 Gwenedd Ln. State College, PA. 16801-2470. This requirement will be used to establish Cognitive Behavioral Conjoint Therapy (CBCT) / Post Traumatic Stress Disorder (PTSD) Master Trainer Services for the VA Greater Los Angeles Healthcare System. The VA Mental Health/Family Services Program requires Cognitive Behavioral Conjoint Therapy (CBCT) / PTSD training for VA mental health providers selected by VA Family Services EBP Training Program. VA Family Services and EES will organize the in-person training seminars. The contractor shall conduct one 3 day in-person seminar at a location selected by VA and one 3-day online seminar. In additional to conducting the seminars, he/she will assist in planning the training, and provide bi-weekly telephone training to VA CBCT providers. The contractor will also assist in the development of a quality assurance plan to determine the effectiveness of the training program. There will be a total of 5 tasks for this requirement which include: Task 1: Conduct Intensive Face-to-Face training seminar in CBCT. Task 2: In collaboration with the VA FS EBP team, develop a quality assurance plan to determine the effectiveness of the training program. Task 3: Provide oversight consultation calls with VA trainee team Task 4: Preparation for 2.5-3-day online CBCT training seminar video recording Task 5: Participate in 1 3-day online CBCT training seminar video recording. The proposed period of performance will be from 10/01/2018 through 9/30/2019 (Base year). Total estimated value of this request is $24,925.00. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 10/01/2018. The place of performance is as follows: VA Greater Los Angeles HCS located at 11301 Wilshire Blvd. Los Angeles, CA. 90073 The North American Industry Classification System (NAICS) for this requirement is, 611710 Educational Support Services. The Small Business Administration size standard for this sector is $15 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
