Description
NAVSUP Fleet Logistic Center San Diego “ Seal Beach Detachment intends to issue a sole source purchase order in accordance with FAR Part 12 and the Clinger Cohen Act of 1996 to Jacob Technologies, 2703 Plantation Road, Sugarland, TX, 77478. The proposed contract action is for the Orcina LT brand Orcaflex Software Licenses at Naval Facilities (NAVFAC) Expeditionary Warfare Center (EXWC) located in Port Hueneme, CA. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3(a)(2)(ii). NAVFAC EXWC requires Orcaflex license renewals to continue to conduct dynamic static and dynamic analysis of complex underwater cable systems. This software serves as the activity ™s primary computer program for analyzing complex ocean cable systems. The reinstatement of the license allows for the consistent program updates, maintenance and technical assistance to ensure the software is properly surveying ocean activities. Without this detection capability we would not have the tools to conduct these analyses and put Navy personnel and assets at risk of destruction by outside threats. The sole manufacturer with proprietary rights to this software, Orcina LTD does not sell directly and only allows distribution through authorized resellers. The sole authorized reseller to the U.S. Government market is Jacob Technologies. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail to Melissa.Ferri@navy.mil. Requests must include company name, address, POC name, telephone number, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. Responses are due by 28 September, 2018, 12:00 PM, Pacific Standard Time.
