Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Abandoned Mine Lands Program -Physical Safety Closures Contract Announcement No.: DOILFBO180027 The Government hereby submits a notice of intent to award a sole source firm fixed price contract with the State of Colorado under the Colorado Division of Reclamation, Mining, and Safety Inactive Reclamation Program. The authority permitting the single source consideration is FAR 13.106(b) Soliciting from a single source and the Good Neighbor Authority (GNA) reauthorized by the Consolidated Appropriations Act, 2014 (PL 113-76; Sec. 417) and Agricultural Act of 2014 (PL 113-79, Sec. 8206). GNA permits a sole source contract entered into between the Bureau of Land Management and the State of Colorado to carry out authorized watershed restoration services. The State of Colorado is the single source contractor that would implement watershed restoration across BLM jurisdictional boundaries in eastern Colorado. One of the focuses of the GNA program is to implement watershed restoration activities. The State of Colorado also has the authority to conduct this work on private lands. The State of Colorado provides knowledge and expertise to develop and implement AML physical safety closures. Their expertise would be vital to the projects ¿ success. The knowledge and expertise that are required to complete this work will carry through to the work that is specified in the GNA contract. A GNA contract between the BLM and The State of Colorado would benefit local communities by improving efficiency of watershed restoration across jurisdictional boundaries where the State of Colorado has the authority to conduct this work on private and state lands and the BLM has the authority to work on public lands. The combined effort also provides a savings to the taxpayers of Colorado. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
