- The Department of Veterans Affairs (VA) intends to award a sole source firm-fixed price purchase order to Engineering & Computer Simulations (ECS), Inc. 11825 High Tech Ave. Ste. 250, Orland, FL 32817 to procure new web content for an existing Geriatrics Late Life Depression training simulator. The new web content shall support VA learning objectives for patient care in Geriatrics. In June 2013 VA Veteran Health Administration (VHA) Employee Education Services procured Software as a Service (SaaS) in the form of web content delivered on a hosted solution with an embedded educational simulation that prepares medical practitioners for key conversations with patients. This was a competitive procurement for a total IT solution inclusive of the training simulation development as well as providing commercial hosting for the simulation itself. The hosted solution is operational and meeting VA goals for the delivery of simulated training. VA training requirements evolve over time to ensure accurate and timely care to Veterans. This requirement will address training gaps to increase the level of care in Geriatrics Late Life Depression. VHA requires the incorporation of customized web content to support new training objectives for VA medical practitioners to meet the specific needs of Veterans. VHA also requires the hosted solution in the Cloud to be re-configured to capture user data. Only ECS can provide these services as the hosted solution is owned by ECS and contains proprietary information within the cloud hosted platform. VA s limited data rights to the solution does not provide VA access to the proprietary source code. Only ECS has access to the proprietary source code and configurations that are necessary to incorporate any changes or modifications to the application and computing environment. If any other offeror were to attempt to modify this code it would result in an invalidation of all licenses and agreements with ECS and VA would be evicted from the current hosting environment. In November 2017, VHA investigated the ability to migrate the current solution to a new environment. However, this process would require new development of Application Programming Interfaces which is estimated to take at minimum two years for full operational capability. This would result in downtime for the current educational game and would significantly reduce the return on investment for the training product. Competing for new software and hosted solution would not result in savings, and the purchase of technical services to customize the existing solution is more advantageous to the VA. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within three (3) days of the issuance of this notice will be considered by the government, September 07, 2018 @ 3:00pm CST. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
