Page 1 of 3 In accordance with FAR 13.106-1 (c )(1), the Department of Veterans Affairs intends to perform oral solicitations for a CRS - Compact Robotic Prescription Dispensing System will be set-aside for SDVOSB s. To be considered eligible for award all SDVOSB s must be registered/verified through Vetbiz.gov. If you wish to be included in this solicitation, please respond electronically to gregory.watson2@va.gov by 5 PM EST Thursday September 6th 2018. This solicitation will be performed Friday September 7th 2018. This will be a brand name or equal to solicitation to the following Items Manufactured by Scriptpro USA Inc.: Item Part Number Description Qty CRS Compact Robotic Prescription Dispensing System 1 Install Installation Fee 1 Monthly Rental Payment 1 Monthly Payment (Support/Subscription) 1 Shipping Address: Department of Veterans Affairs VA Puget Sound HealthCare Services 1660 S Columbian Way, Seattle, WA 98108 To be considered technically acceptable, the products must meet the following minimum salient characteristics: Must meet minimum salient characteristics to be technically acceptable: SALIENT CHARACTERISTICS: Provides complete barcode filling, checking, dispensing, and tracking of each prescription at every step in the dispensing process from start to finish. Tracking information is readily retrievable at any process step at any location. Compatible with existing ScriptPro prescription filling automation. Robotic dispensing automation uses a process with no drug cross-contamination when filling prescriptions. Robotic dispensing automation that minimizes production of pill dust (e.g. use of air pressure for counting tablets is unacceptable). Ability to see 100% of drug and supply images of the items being filled and checked Ability to mark items as refrigerated or list under a special storage area (e.g. bulk items) during the fill process to indicate final storage location while awaiting patient pickup. Ability to print auxiliary warning labels, drug image and description on the prescription label. Drug image and description would include the identification of the tablet or capsule such as the color, shape, and identification markings for the tablet or capsule on the front and back. Ability for robotic dispensing automation to fill, label vial, and deliver at least 100 prescriptions per hour. Robotic dispensing system must allow dispensing cells that can be easily calibrated onsite by pharmacy staff. Ability to track the date and time each prescription was filled and/or replenished in the robotic dispensing automation along with who filled and verified the prescription. Information should be readily retrievable and not limited by the time frame that it was filled and/or replenished. Ability to use a secure pin or scan a VA employee ID badge for prescription verification, drug cell replenishment, and other tasks. Currently and seamlessly interfaces with our VistA system using a bi-directional method to release prescriptions in VistA when checked. Also, the ability to communicate dispensing information to our VistA drug accountability package when appropriate. Ability to use barcode technology and veteran VA ID card to select patients in the automation system picking up medications. Robot dispensing automation that separates filled medications by the patient s last name while waiting to be retrieved by pharmacy staff after the robot fills. Ability to maintain security of access to the robot dispensing automation cassettes. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty. (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. *This notice satisfies the requirement at FAR 5.201 to synopsize proposed contract actions.* NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (04-SEP-2018); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
