- Hubert Humphrey Job Corps Center - St. Paul, Minnnesota 55108 Sources Sought Notice for Request for Information (RFI). The sources sought notice is for planning only and does not commit the Government to pay for the information requested, issue a solicitaiton, or a award a contract. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. THIS IS NOT A REQUEST FOR A PROPOSAL. The NAICS Code is 236220 with a size standard of $36.5 Million. The period of performance is as follows: Notice to Proceed to Substantial Completion is 457 calendar days and the Notice to Proceed to Contract Completion is 487 calendar days. The estimated construction value is between $1M to $5M. The United States Department of Labor, is conducting market research for the following services: The work involves construction services to upgrade the HVAC systems in Buildings 1, 2, 5, and 9; decommissioning and demolition of Building 4 (central plant building), renovate the exterior envelope of Buildings 1, 3, 5 and and window replacements at Buildings 1 and 5 located at the Hubert H. Humphrey Job Corps Center. Buildings 1 and 3 stated for exterior renovations are historic. The exterior renovation work performed ont he historic Buildings 1 and 3 shall comply with the Secretary of Interior's Standards for the Treatment of Historic Properties. The HVAC work includes, but is not limited to, decommissioning three buildings from the central steam heating system, the replacement of HVAC and associated electrical systems in the three buildings, and the demolition of the central plant and abandoned oil tank. The exterior envelope work includes, but is not limited to: partial demolition and reconstruction of brick parapet walls, removal and replacement of existing wood-framed windows and associated steel lintels, repointing of exterior brick masonry, demolition and replacement of glass block clerestory windows and precast sills, and foundation waterproofing. Also included in the work are the structural bracking of new exterior parapet walls, hazardous material abatement (asbestos containing materials and lead-based paint), miscellaneous site improvements in the form general landscaping, drainage, and connection to the underground storm lines. The project provides for a single project which combines the work previously identified in the Phase I and Phase II documents with one completion date. Phase I encompassed the exterior work, window replacement and foundation waterprooofing. Phase II encompasses the HVAC and associated electrical systems work, the decommissioning and the demolition of the central plant and the removal of the abandoned oil tank. SOURCES SOUGHT PERTINENT FACTORS FOR CONSIDERATION OF QUALIFICATIONS (IN ORDER OF IMPORTANTANCE) 1. Previous projects of similar scope and value: A. Contractor has completed two ror more major HVAC renovation projects located on operating facilities with at minimum project constructed valued of $3M within the last five years. B. Contractor has completed three or more exterior envelope repair projects on historic building encompassing exterior brick repair/replacement and window replacement with a minimum project constructed value of $1M within the last five years indicating familiarity with the Secretary of Interior's Standards for the Treatment of Historic Properties. C. General Contractors shall have also completed a minimum of two buildings demolition projects with the last five years. D. General Contractors shall have also completed one or more projects including hazardous materials remediation within the last five years. Also, please provide project examples that include the location of the project (City, State), the Project Owner, and a brief and concise description of the project scope. 2. Project Location: A. Contractor has completed three or mor construction project in the region of the project place of performance, in the last five years, indicating familiarity with local conditions and subcontracting community. 3. Cost control, project schedule, safety and quality of work: A. Contractor has a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual completion date for each project. B. Contractor hs a proven record or excellent performance by reducing cots and completing projects on or below budget. Provide examples of previous projects, including the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value for each project. C. Contracor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects. 4.
