- This Presolicitation Notice is issued solely for informational and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This Presolicitation Notice does not commit the Government to contract for any supply or service whatsoever. At this time, The Department of Veteran Affairs is not seeking quotes, and will not accept unsolicited quotes. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. All costs associated with responding to this Presolicitation Notice will be solely at the responding party s expense. Responses to the Presolicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Presolicitation Notice does not preclude participation in any future RFQ s. Responses to this notice are not quotes and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (https://www.fbo.gov/ ) site for additional information pertaining to this Presolicitation Notice. The West Palm Beach VA Medical Center located at 7305 N Military Trail, West Palm Beach, FL 33410, intends to issue a Request For Quote (RFQ) to create a Smart Phone app to improve veteran access to VA suicide prevention programs and tools. The app will be implemented in stages, with West Palm Beach being the primary focus. As the app is implemented and the system moves through the phases, more features will be added, and it will be expanded to more sites. The Suicide Prevention application will serve as a comprehensive front-end and back-end application that will allow West Palm Beach VAMC to manage the Veterans deemed clinically appropriate for this pilot program. This newly designed application will initially be installed as a standalone application in Phase 1 but in the later phases, it will be integrated with other VA systems and applications like VistA/CPRS, PTSD/Mindfulness/CPT applications. The contract type will be Indefinite Delivery Indefinite Quantity (IDIQ). This procurement is being solicited under NAICS code 541511 Custom Computer Programming Services, size standard is 27.5 million dollars. A solicitation will be electronically issued in commercial item format in accordance with FAR Part 12 and 13 and will be posted on FedBizOpps (FBO) on or about August 21, 2018.
