Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA. intends to procure, on an other than full and open competition basis from EATON - Aerospace Group (EAG) Grand Rapids, Michigan a Firm Fixed Price contract for the procurement of a Feel Trim Actuator (FTA) Test Stand to be located at Building 378, North Island Naval Air Station San Diego CA. In accordance with FAR 6.302-1, Only One Responsible Source, as no other source of supplies will satisfy agency requirements. The required FTA Stand is a new and a current commercially available model operated using software and hardware compatible with other FTAs currently in used by the US Navy. The required software for operation of the FTA is owned by EAG. This software is used throughout the Navy for all of the FTA Test Stands supporting the actuators for the FA-18 aircraft. Navy regulations require that all FTA maintenance teams use the same software and hardware in order to maintain interoperability across all Navy sites. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 5:00pm PST, September 6, 2018, which shall be considered by the agency. Any written response shall reference solicitation number N68936-18-Q-0293 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. The PSC for this requirement is 3590; the NAICS is 811219 with a size standard of $20.5M. Any questions must be submitted in writing via e-mail to Francisco Mendoza (francisco.mendoza@navy.mil).
