Exhibits RN Performance Work Statement RN Services THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT (SS) NOTICE ONLY; it is not a Solicitation (i.e. Request for Proposal, Request for Quotation, or Invitation for Bids). This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. SPECIAL NOTICE: The Health Readiness Contracting Office (HRCO) intends to award a short term contract for Registered Nursing Services. It is anticipated that the indefinite delivery, indefinite quantity contract will have a period of performance from October 1, 2018 through January 31, 2019. DESCRIPTION OF REQUIREMENT: The U.S. Army Medical Command has a requirement to obtain personal services of registered nurses (RNs) for the San Antonio Military Health System (SAMHS), which is comprised of the San Antonio Military Medical Center (SAMMC), Fort Sam Houston Primary Care Clinic and McWethy Troop Medical Clinic (TMC), all located at Fort Sam Houston; Wilford Hall Ambulatory Surgical Center (WHASC) at Lackland Air Force Base, Texas; Taylor Burk Health Clinic (TBHC) at Camp Bullis; Randolph AFB Clinic (RAFBC); North Central Federal Clinic at San Antonio, Kelly Clinic at Port San Antonio, and the Community Based Medical Home (CBMH) at Schertz. The primary performance location is SAMMC. The scope of services provided at SAMHS covers the same range of services as those that are provided in civilian hospitals of similar size and complexity. The SAMHS is a level one trauma center and features the burn unit, Center for the Intrepid, multiple critical care units, intensive care units, step down units, medical- surgical units, pediatrics, maternal child, surgical services, extensive specialty/subspecialty services supported by Graduate Medical Education program, ambulatory clinics, and other specialty clinics. The WHASC is the largest outpatient surgical center in the Air Force and no longer provides inpatient services. The contractor shall provide employee support for a seven (7) day/week, 24 hour/day operation, to include holidays. All contract healthcare providers shall perform essentially the same functions, within the scope of acceptable practice for the specific specialty or position, as those required by the military treatment facilities government service healthcare professionals of similar experience and in similar duty assignments. QUESTIONS FOR INDUSTRY: The Government desires that respondents offer their capabilities on the following questions related to the requirement. 1. Does your company currently provide RN services to organizations within the commercial market? If so, describe the services, including scope and complexity, currently being performed. 2. Does your company currently provide registered nursing services to the Federal Government? If so, describe the services, including scope and complexity, currently being performed. 3. Does your company have a current GSA schedule for RNs? If so, what is your GSA contract number? 4. Does your company currently have the capability to recruit approximately 300 RNs on short term notice for services to begin uninterrupted on October 1, 2018? Describe how your company possesses this capability. 5. Besides recruiting, what are some other challenges associated with performing this type of contract? 6. Does your company currently have the capability to perform primary source verification and background checks for credentialing or license verification process for approximately 300 RNs to begin uninterrupted on October 1, 2018? Describe how your company possesses this capability. 7. Based on your experience, what is the most cost effective contract type and payment method (i.e., monthly firm fixed-price, separate price per service (price list), cost reimbursement, or combination, etc.)? 8. For NAICS 621399 - Nurses, Licensed practical or registered, offices (e.g.centers, clinics) small business size standard $7,500,000.00 is your company considered a small business? If your company is a small business, do you fall under any small business subcategory (SDB, SDVOSB, Hub Zoned, 8a, etc)? If you are an 8a eligible company, please provide current status regarding your scheduled graduation date from the 8a program under this NAICS code. 9. Provide any concerns, comments or recommendations you may have with the attached draft PWS. Give specific PWS paragraph numbers for reference. RESPONSES: Respondents to this RFI/SS Notice are to describe their interest and ability to perform the requirements summarized within this notice. Responses are to contain (1) company name, (2) CAGE code, (3) primary point of contact information, to include telephone number and email address. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of two (2) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. Responses should be submitted to the contract specialist Ms. Maria Fidone at maria.g.fidone.civ@mail.mil; and the contracting officer Mr. David Robledo at david.d.robledo.civ@mail.mil, no later than 4:00 PM CDT 4 September 2018.
