- This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement. Services to conduct analysis of 14c in samples is needed. The National Marine Fisheries Service is conducting a study examining the levels of bomb-derived radiocarbon (14C) relative to stable carbon (13C) isotopes in the eye lenses of Pacific sleeper sharks (Somniosus pacificus). Elevated levels of 14C in hard structures are attributed to the "bomb radiocarbon pulse", corresponding to a period of intense atmospheric testing of atomic bombs during the 1950s and 1960s. This atmospheric 14C eventually mixed into ocean waters and has been demonstrated to impart a signal in the hard parts of marine animals, which can be used to date these structures. Samples will be provided for analysis of 14C and 13C using accelerator mass spectrometry (AMS). Analyses will also include δ13C to examine fractionation corrections, unless online corrections are made with the specified instrument. The contractor will need to report results as: 1) fraction of modern 14C corrected for fractionation; 2) conventional radiocarbon age when possible; and 3) collection/format date with age-corrected relative to the appropriate standard. Final values should include measures of uncertainty or error as well as be corrected for background levels based on 14C-free standards. To be consistent with other studies, all results should be reported relative to Stuiver and Polach (1977). See attached Statement of Work for more information. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued in within 24 hours of closing date and time.
