- Description
- FEMA Region One anticipates a Firm Fixed Price (FFP) contract to furnish all labor, materials, tools, safety equipment and any additional equipment necessary for completion of the Energy Management System installation. Please find the SOW and necessary documents for this project attached. Site Visit Information: An optional site visit will occur on Thursday September 6,2018 at 10:00 AM. All Q & A for this project will be due on Monday September 10,2018 5:00 PM EST. All questions will be made available once the Q&A has occurred. Responses & Bids for this project will be due on September 14,2018 5:00 PM EST. This is a combined synopsis/solicitation in accordance with FAR Subpart 12.6 and 13.106. In accordance with FAR 19.805, this award will be a Competitive 8(a) set aside. All vendors are reminded that since this is a service contract, FAR requires 8(a) firms to perform at least 51% of the work as prime contractor. Evidence of this should be proven as part of your proposal. NAICS CODE: 541513, size standard $27.5 million. For this solicitation, Wage Determination "2015-4047 Revision 8" dated 07/03/2018 for Maynard, MA (Middlesex County) applies to this solicitation. Please find the WD attached. Award Criteria: This requirement will be evaluated based on the Best Value to the government per FAR 15.101. The following three (3) factors will be given equal weight during the evaluation period: 1) detailed price breakdown 2) 1-3 page technical approach 3) Past performance The winning offeror will be required to submit a valid certificate of insurance. Prior approval of all individuals who wish to perform on this contract is required. Additional security information will be covered during the mandatory site visit.
