- Attachment 4 - Construction Wage Determination under the Davis Bacon Act - Greenbrier County, West Virginia Attachment 3 - Drawings Attachment 1 and 2 - Construction and Material Specifications. Request for Quotes - including SF1449, bid schedule, provision and clause package The USDA NRCS is preparing to issue a solicitation for work to restore and stabilize approximately 54 feet of stream bank on 1 site on Wades Creek in Greenbrier County, West Virginia. This is a repair to a site previously restored due to June 2016 flooding event. Wire Mesh Gabions will be installed to stabilize and protect the stream bank. Disturbed areas will be graded to provide drainage and seeded and mulched to provide permanent vegetative cover. If necessary, blockages will be removed to restore channel capacity. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail. Award will be made to the lowest priced, responsible offeror. There are no bonding requirements. The solicitation package, construction drawings and specifications will be posted and available from this site on or about August 24, 2018. Requests for quotes, under Simplified Acquisition Procedures, will be due September 13, 2018 at 2 p.m.. A site showing to inspect is being organized and information will be included in the solicitation package. Performance time is 9 calendar days. Magnitude of proposed construction: between $25,000 and $100,000.
