Description
Pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1, the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Regulatory Research (RES), intends to issue a sole source award to the University of Wisconsin, Madison at 145 Engineering Dr. Madison, WI 53706 to complete a report on the effectiveness of surface covers for controlling fluxes of water and radon at disposal facilities for uranium mill tailings. The anticipated period of performance is 6 months from date of award. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541990 "All Other Professional, Scientific, and Technical Services" and a size standard of $15 million. The Government intends to solicit and negotiate directly with the University Of Wisconsin and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). For information on the NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Carolyn.Cooper@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by 09/12/2018 at 3:00 PM EST, an award will be made to the University of Wisconsin.
