Written response is required. Anticipated Award Date: On or before 1 Oct 18 Duration of Contract Period: Contract shall not exceed 6 months. This will be a Firm-Fixed Price, Definite Quantity Purchase Order. Description: Datalink Demonstration The primary objective of this effort is for contractor to support, through prototype flight demonstration, the necessary communications radios, innovative networking, and datalink capabilities for covert operations. Service/Spare/Repair/OH: Performance Based Service. Application: KC-135. Destination: Tinker Air Force Base, OK Qualification Requirements: None. Export Control: No. Unique Identification (UID): Not Applicable LINE ITEM INFORMATION: Quantity: 1 Lot, Flight Demonstration and Capability, Firm Fixed Price 1 Lot, Data, Not Separately Priced Mandatory Language: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Harris Corporation, CAGE 91417, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the response date as listed in the solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. The solicitation document contains information that has been designated as "Militarily Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items. Prospective vendors must comply with all the requirements of the solicitation and its attachments to be considered responsive. The Government does not intend to hold discussion but may hold discussion if it is deemed necessary. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
