- Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential offerors capable of providing BBraun Perfusor Space Syringe Pumps. These are for the Lebanon VA Medical Center in Lebanon, PA 17042. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide the principal components of supplies listed in the attached document. Responses should include the following information: Verify that the business is under 339112 of the North American Industry Classification System (NAICS), Verification of Size Standard under the NAICS, Business name, address, Point of Contact, Federal Supply Schedule, and if the business has verification as a Service Disabled Veteran Owned Small Business or Veteran Owned Small Business. All information is to be submitted via e-mail at Daniel.Johnson44@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 12:00 P.M. (EST) on Friday, August 31, 2018. No submissions will be accepted after this date and time. Questions can be submitted electronically to Daniel.Johnson44@va.gov. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. BBraun Perfusor Space Syringe Pumps Statement of Need Background: The Lebanon VA Medical Center (LVAMC) has a requirement for a firm fixed price Brand-Name-Only contract for ten (10) BBraun Perfusor Space Syringe Pumps. The units will replace the Medfusion 3500 Syringe Pumps that have been breaking and are now irreparable. Scope of Work: The BBraun Perfusor Space Syringe Pumps are utilized to infuse the anesthesia medications delivered to patients during surgical procedures; both general anesthesia for larger surgical cases and for Monitored Anesthesia Care (MAC) anesthesia utilized in endoscopy and other minor cases. This pump can also be used as a PCA (Patient Controlled Analgesia) delivery system. Salient Characteristics of the BBraun Perfusor Space Syringe Pumps: One system for all therapy types Infusion for GA and MAC, as well as PCA delivery. Same user interface on all Space Pumps Safety prompts, and pictograms and reminders Easy to read backlit screen safety feature when lights are dimmed in the OR such as for endoscopies, bronchoscopies, etc. Dedicated Bolus Button Bolus rates up to 1,800ml/hr Post occlusion reduction feature < 0.2ml safety feature: prevents unintended bolus administration Compact light-weight design Designed for easy transport within a facility Dimensions (WxHxD) 249 x 68 x 152 mm Weight 1.4 kg Battery: High Power NiMH rechargeable battery pack Operating time: 15 h at 1ml/h Affixes easily via click in/click out mechanism either as pole clamp or beside docking station Metal connector to IV pole more robust than previous pumps Vertical stacking, space saving design Pumps stack and lock together giving flexible mounting options Potential for Centralized Alarm Management IV Line Management Potential for future: Houses up to 4 pumps in a single SpaceStation KeyGuard, non-numeric keypad Feature eliminates: zero vs. decimal errors, and double key bounce errors safety feature DoseGuard Feature has individual warning limits and maximums can be set for all PCA parameters safety feature Independent modularity Front Loading Door for easy access Syringe holder with parking brake Piston brake helps prevent accidental bolus during syringe change Syringe recognition software Magnified, illuminated syringe window Automatic Drive Head Motor drive arm helps protect syringe if jarred Drug library with pre-defined settings (concentration, minimum and maximum infusion rates, etc.): minimize user errors when setting up the pump Additional Information: The BBraun Space Syringe Pumps are selected due to its features which promotes one system for both IV and Regional Anesthesia. This improves patient outcomes and comfort allowing the patient to ambulate easier which promotes healing. It also simplifies workflows in the operating theatre. Complications are also avoided due to customizable text in the display, colored labeling on lines and dedicated, easily identifiable catheter which prevents mix-ups. The Space DoseGuard Function gives staff the flexibility within a pre-defined corridor - to adjust the dosage to each patient s needs. Delivery: Delivery shall be within thirty (30) days from the time of award. The Syringe Pumps and accessories shall be delivered to the Lebanon VAMC located at 1700 S. Lincoln Ave., Lebanon, PA 17042; Attn; Warehouse. BioMedical Engineering will need to perform a safety check and enter the equipment in to the system for annual Preventive Maintenance (PM) checks. Placement in the LVAMC clinic shall be coordinated through the Chief of Anesthesia, Surgery Operations Mgr. and/or the Contracting Officer Representative.
