- This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions. The contracting office for this notice is the Office of Acquisitions, National Institute for Environmental Health Science, Research Triangle Park, NC. The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to ProteinSimple, 3001 Orchard Parkway, San Jose, CA 95134 for the purchase of one (1) Wes System capillary-based nano-immunoassay size-based separation platform and comprehensive on-site training (item numbers 004-600 and PS-N001) and the following accessories: one (1) 12-230 kDa Wes Separation Module, 8 x 25 capillary cartridges (item number SM-W004); and one (1) Anti-Mouse Detection Module for Wes, Peggy Sue, or Sally Sue (item number DM-002). The Wes system is highly specialized and only available from ProteinSimple. This item has the following unique capabilities which meet the Government's requirements: Protein Simple makes the only fully automated liquid western blotting instrument on the market, which they have named the Simple Western system. Wes is the only system that is a gel-free, blot-free system that uses capillary electrophoresis to detect sizes of proteins from 2 to 440 kDa, displays total separated proteins in a manner similar to traditional Coomassie blue gel staining, and separates proteins based on charge after SDS denaturation or by isoelectric focusing. An imager is built into the system, and the analytical software automatically generates graphical data on the protein characteristics. The Simple Western system software generates accurate data on protein quantitation, as well as a "western-like" image for display purposes. This system is 5-100 fold more sensitive than traditional western blotting and provides highly reproducible data. It also can be run in much less time than with traditional western blotting, with typical throughput being 2.5 hours for 13-25 samples with the Wes system, much faster than a typical western. The system uses a significantly less protein sample, on the order of 0.3 to 1.2 ug of protein per capillary. All of these criteria must be met to study our protein of interest, Tristetraprolin (TTP) and other family members since these proteins are expressed at low levels in various tissues in the body and require highly sensitive, efficient, and reproducible detection and quantification of protein expression. Importantly, Protein Simple is the only company that supports the required software to analyze the data generated with this instrument and the only company that currently services this instrument. The anticipated period of performance will be 30 to 45 days after receipt of order. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 "Analytical Laboratory Instrument Manufacturing." Its associated Small Business Size Standard is 1,000 employees. The anticipated award price of the contract will not exceed $100,000.00 and the Government has deemed ProteinSimple to be a responsible contractor with respect to performance. A SOLICITATION WILL NOT BE POSTED. NIEHS will solicit and negotiate directly with ProteinSimple, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, all responsible sources may submit a quotation which shall be considered by the agency. The quotation must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest or quotation in writing via email to beth.kuhaneck@nih.gov within five (5) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements or quotations are received within five (5) days, an award will be made to ProteinSimple.
