- Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential offerors capable of providing Brand Name, Ubisense Indoor Real-time Locating System. These are for the Wilkes-Barre VA Medical Center in Wilkes-Barre, PA 18711. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide the principal components of supplies listed in the attached document. Responses should include the following information: Verify that the business is under 339112 of the North American Industry Classification System (NAICS), Verification of Size Standard under the NAICS, Business name, address, Point of Contact, Federal Supply Schedule, and if the business has verification as a Service Disabled Veteran Owned Small Business or Veteran Owned Small Business. All information is to be submitted via e-mail at Daniel.Johnson44@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 12:00 P.M. An out of the box plug and play real-time locating system with sensors, patient tag batteries, Ethernet cables, POE switches, timing cables, a data collection instrument, specialized software to locate patients around the unit of the Wilkes-Barre VA Community Living Center are required to integrate with 25 real-time locating sensors. The sensors will use triangulation methods to locate the patient wearing a real-time tag (wrist or neck lanyard) within a few inches and provide x, y, and z coordinates at least 6 times/second. The VA has purchased two real-time locating systems for the Philadelphia VA CLC and the Coatesville VA CLC for a research project. An additional research site is added; software and hardware should be similar for this site for data analysis and comparison purposes. 4. Scope. The system must be low power, real-time location signaling based with radios operating in the 6-8GHz range to avoid interference from WiFi based communication devices and medical equipment. Tags must track at a spatial resolution better than 6 in 3 dimensions. There should be dynamic changes in tag update rates to improve tracking accuracy and battery life. Update rates must vary between 0.001Hz and 20Hz or better. The tag must be a module that has been FCC approved for integration into other devices and provide means of capturing and transmitting data from these devices over the telemetry channel. The system must provide 2D & 3D real-time visualization of the environment and the locations of the tagged items within the environment. Software should allow for easy creation of 3D smart spaces for detection of tag entry/exit from different areas. Included must be at least one (1) year of support and installation of all equipment (minus the cabling) for Wilkes-Barre and the Coatesville and Philadelphia VA sites (latter two sites equipment already purchased) over the course of 24 days by at least one expert. In addition, installation must include testing and calibration of the system and software over this period of time by at least one expert.
