- This is a sources sought notice used for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Documentation submitted and received becomes the property of the U.S. Government and will not be returned nor will receipt be confirmed. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The 764th Contracting Squadron, located at Ramstein Air Base in Germany, is conducting market research to determine capable, experienced, and potential interested sources to provide warranty services to include parts and repair of the Thales Mark 20A Instrument Landing System for a 12-month period beginning on 30 September 2018 with an additional 3-month option period. This Sources Sought is open to all businesses, regardless of size. The proposed North American Industry Classification System (NAICS) code for this action is 334511: Search, Detection, Navigation, Guidance,Auronautical Systems, and Instrument Manufacturing. If the alternate sources capable of providing the warranty services are not identified the Governement intends to issue a Sole Source contract to Thales Deutschland GmbH for the warranty of both Mark 20A ILS systems at Spangdahlem AB and Ramstein AB, Germany. This announcement is part of our market research, and your responses are sought to identify sources that have the knowledge, skills, and capability to perform the work. Interested contractors, including small businesses and small business-led teams that qualify under the proposed NAICS Code 334511 are hereby invited to submit a response to the market survey to demonstrate their technical, managerial and business capability to provide the requested services. Response to this Sources Sought notice is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform the anticipated work. The information collected through this process is determined to be market research as described by FAR 2.101 and in accordance with FAR 10.002. This is NOT a Request for Proposals (RFP), and nothing shall be construed herein or through the Sources Sought process to commit or obligate the Government to further action. In addition, vendors responding to this notice shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary.
