- Atch 9 - FPA Template, Amend 0005 Atch 4 - Commitment, Entitlement & Ordering Procedures, Amend 0005 Atch 1 - PWS, Amend 0005 HTC711-18-R-CC04-0005 15 May 2018--This notice has been updated to now include the Solicitation (HTC711-18-R-CC04) for International Charter Airlift Services in Support of the CRAF requirement. Please refer to the instructions included in the Solicitation to submit a proposal and/or questions. This is a presolicitation notice for U.S. Transportation Command's (USTRANSCOM) upcoming requirement to procure international charter airlift services. Performance under this contract shall include aircraft commitment to the CRAF program along with passenger and cargo airlift services utilizing aircraft certified under Part 121 of the Federal Aviation Regulation (14 CFR 121). The contractor shall provide all personnel, training, supervision, fully operational equipment, facilities, supplies and any items and services necessary to perform international long-range and short-range airlift services during peacetime and both international and domestic airlift services during CRAF activation in support of the Department of Defense (DoD). The period of performance will consist of a base period (1 Oct 2018 through 30 Sep 2020) with two 2-year option periods (1 Oct 2020 through 30 Sep 2022 and 1 Oct 2022 through 30 Sep 2024), and an optional six month extension (1 Oct 2024 through 31 Mar 2025) plus any period of CRAF activation, if applicable. It is the Government's intent to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts. A class Justification and Approval (J&A) document encompassing this program, which authorizes other than full and open competition, was approved on 19 Feb 2016. All responsible sources registered in the System for Award Management (https://www.sam.gov) may submit a proposal which shall be considered by the agency.
