Description
The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Engineering Software Research and Development, Inc. (ESRD) for StressCheck Finite Element Analysis Training Services in accordance with (IAW) Original Equipment Manufacturer (OEM) standards. ESRD is the only source that can provide this requirement because they are only company certified to provide support and training for their software products. ESRD is the only vendor experienced with parametric modeling within the StressCheck software series. ESRD has not authorized any other vendor to sell their software or to perform technical support and training on their software systems to include StressCheck. StressCheck has unique features proprietary to ESRD and have different features compared to other finite element software (FEA) packages, including a model-centric focus, objective quality assessment (compared to subjective in a traditional FEA), and support for standardization across the software system. As the OEM, all part prints, specifications, and system software are proprietary and remain the property of ESRD. Access to this information is required for the ability to perform the services for this acquisition. Without the OEM ™s part prints, specifications, and system software to provide training services, the Fleet Readiness Center Southeast (FRCSE) engineers will not be able to perform 3D analysis to identify issues with various aircraft components susceptible to heat transfer, stress fractures, or other advanced engineering computations to sufficiently support the Navy ™s aircraft fleet demands and requirements. This requirement is to conduct onsite training providing a comprehensive overview of finite element model concepts, standards, procedures, and application using the existing StressCheck software for FRCSE. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 611420 Computer Training, with a size standard of $11M. This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with clear and convincing evidence that articulates the company ™s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 15 calendar days after publication of this notice, to demonstrate comparable capability, then a sole source acquisition award will be made.
