- The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the US Army Research Institute of Environmental Medicine (USARIEM), intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Salimetrics, LLC,, 101 Innovation Blvd, Suite 302, State College, PA 16803. Provisions and cluases in effect through Federal Acquisition Circular 2005-95 are incorporated. USARIEM has a need for assay kits from Salimetrics to support ongoing research protocols. Two different kits are requested. One type is for the measurement of cortisol in saliva samples and the other for the determination of alpha-amylase in saliva samples. These two kits have been used in a previous USARIEM protocol (14-24H) and have provided important research data. These kits are shipped and stored cold and are packaged as a "5 pack" which significantly reduces the refrigerator space required to store them. These kits provide scientifically accurate, valid and rapid test results for planned USARIEM research protocols. The kits requested are for continuation of research efforts in USARIEM's Military Performance Division. In order to maintain the ability to compare research results between studies, it is imperative that samples are assayed using the same method and product. Using assay methods from different vendors will limit the scientific validity of any cross-study comparisons. Additionally, no vendors can package the kits in bulk, which greatly reduces the storage space requirement. This acquisition is being conducted under simplified acquisition procedures.There are no set-aside restrictions for this requirement. The North American Industry Classification System (NAICS) for this requirement is 334516 with a size standard of 1000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS and no solicitation exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the information above, the only technically acceptable assays are provided by Salimetrics, LLC. Please submit email capability statements to brenda.i.mena.civ@mail.mill.
