- The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Textron Aviation Inc. for T-34 and T-44 Fatigue Appraisal and Structural Tracking (FAST) Reports Services. Textron Aviation Inc. is the only source that can provide this requirement because they are the Original Equipment Manufacturer (OEM) for the T-34 and T-44 aircraft. As the OEM, Textron Aviation Inc. owns all of the data rights, extensive pre and post-construction design analyses, testing, and results. Without the OEM ™s intellectual properties, historical information, and relevant data resources, the U.S Navy ™s T-34 and T-44 Trainer Fleet operations, modifications, and repair will come to a halt and the FRCSE ™s ability to sufficiently support the Navy ™s aircraft fleet demands and requirements would be negatively impacted. This requirement is to monitor damage/fatigue life of T-34 fleet aircraft and T-44 fleet on an individual aircraft basis. The required Fatigue Appraisal and Structural Tracking (FAST) reports shall include the establishment of and updates to aircraft Fatigue Life Expended (FLE) to accomplish the mission in support of the Chief of Naval Air Training (CNATRA) Fleet Support Team (FST) and Fleet Readiness Center Southeast (FRCSE). The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 488190 Other Support Activities for Air Transportation, with a size standard of $32.5M. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
