Description
Request for Information (RFI) for Tactical SIGINT Payload (TSP) for the MQ-1C, Gray Eagle Unmanned Aircraft System (UAS) THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The purpose of the Market Survey is to update potential sources for the support of the Tactical SIGINT Payload (TSP) for the MQ-1C, Gray Eagle Unmanned Aircraft System (UAS) including the following requirements: Engineering and logistics support services to support an INSCOM forward operational assessment (FOA) and to sustain TSP systems. Which include technical support services to support TSP Integration and Testing on the Extended Range Gray Eagle (ER-GE) aircraft, and support Gov't Follow-On Operational Test & Evaluation events (FOT&E). As well as produce and deliver the ordered range quantities of TSP 3U configuration pods. Engineering services will also be required for the development and implementation of additional capabilities (i.e., exploit new signals of interest, etc.) for the TSP system to enable it to remain relevant against emerging threats. Interested vendors are required to provide a technical and management approach to meet the requirements and be able to demonstrate the ability to provide support immediately for the ongoing requirements for immediate and future fielded systems. The source shall furnish all necessary labor, materials, supplies, equipment, and services to perform depot level sustainment and forward repair support. The TSP system improves the situational awareness of the supported Commander. The system provides the supported unit with a comprehensive picture of electronic emitter within the operating environment and the ability to detect, identify, locate and copy emitters, including High Value Targets (HVTs). The TSP consists of a SIGINT system in an airborne pod controlled via an Operational-Intelligence Ground Workstation (OGS) or via a surrogate Ground Workstation (GWS). The pod will be mounted on the inner pylon mount of the right wing of the Gray Eagle, and the OGS/GWS will be located in a secured location separated from the Gray Eagle Universal Ground Control Station (UGCS). The airborne pod perform electronic emitter detection, identification, direction finding, and copy; tunneling data encrypted via Gray Eagle through UGCS to the OGS/GWS. The OGS/GWS provides warfighter machine interface (WMI) for payload command and control, performs emitter mapping and geolocation, displays data to the operator and interfaces to external networks for external consumption. All responses should include a cover page with the following information: 1) Company Name, Contact Name, Position, Telephone, Email, Company URL. 2) Commercial and Government Entity (CAGE) Code. 3) North America Industry Classification System (NAICS) number. 4) Data Universal Numbering System (DUNS) number. 5) Identification of business size, i.e. U.S. large or small business in relation to North American Industry Classification System Code 811219- Other Electronic and Precision Equipment Repair and Maintenance. Small businesses must identify any applicable socio-economic categories such as small disadvantaged business, service-disabled veteran-owned small business, 8(a), woman owned small business, etc. Electronic inputs are due no later than 15 September 2018, 16:00 EST. Responses shall be limited to 10 pages and submitted via e-mail, including all questions or inquiries, only to shane.a.kohtz.mil@mail.mil. EARLY MARKED. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide support of the Tactical SIGINT Payload (TSP) for the MQ-1C, Gray Eagle Unmanned Aircraft System (UAS). The information provided in the RFI is subject to change and is not binding on the Government. The Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
