Description
PEO STRI SECURITY PROCEDURE FOR VETTING CONTRACTORS WHO PARTICIPATE ON U.S. ARMY PEO STRI CONTRACTS Request for Information Possible Future Business Strategy: Gunnery Training Systems Introduction: The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Training Devices (PM TRADE), Product Manager Virtual Training Systems (PdM VTS) is contemplating a business model and supporting contracting strategy intended to gain efficiencies across gunnery training programs. The initial list of efficiencies expected across FY20-FY27 include hardware/software reuse and commonality, common architectures and standards, reduction of development and sustainment costs, acquisition streamlining and reduction of development time, and inherent agility to react to platform changes. Programs considered under this contracting strategy include, but are not limited to: • Abrams Advanced Gunnery Training Systems (AGTS) (Tech Refresh/Upgrade/Production)  - M1A2 System Enhancement Package (SEP) v2 AGTS  - M1A1 Situational Awareness (SA) C-AGTS • Bradley Conduct of Fire Trainer (COFT) (Tech Refresh/Upgrade/Production) • Mobile Protected Firepower (MPF) Training Systems (New Development/Production) • Next Generation Combat Vehicle (NGCV) Training Systems (New Development/Production) • Stryker Training Systems (New Development/Production)  - Common Remotely Operated Weapon Station (CROWS) with Javelin  - 30 mm Infantry Carrier Vehicle -Dragoon (ICVD) • Stryker Mobile Gun System (MGS) AGTS (Tech Refresh/Upgrade/Production) • United States Marine Corps (USMC) Light Armored Vehicle (LAV) -25 AGTS (Tech Refresh/Upgrade) • USMC M1A1 Firepower Enhancement Program (FEP) AGTS (Tech Refresh/Upgrade) The existing trainers currently consist of the following configurations: Full Fidelity (Mobile and Institutional), Deployable and Table Top. Some of the trainers are capable of linking together to form sections/platoons but can also remain as stand-alone crew training. The Government anticipates providing one fully functional system per existing device type to be tech refreshed/upgraded in-plant. All other existing systems shall be refreshed/upgraded on site. The Government does not own a Production level Technical Data Package (TDP). Any TDP provided for existing devices will be provided "as-is" and the Government will not guarantee the information. Maximum reuse of existing training system subsystems will be required. This includes, but is not limited to: Scalable Advanced Graphics Interface (SAGE) Real Time Software (RTS), visual training environment (terrain databases, moving models, special effects and animation), exercises, scoring, training management, instructional subsystem, and Graphical User Interface (GUI). Scope of work would include technical refresh and upgrades of currently fielded systems with hardware and/or software, innovative solutions for new training devices, concurrency modifications, software enhancements and cybersecurity updates. PdM VTS is seeking innovative contracting and business strategy ideas from Industry that considers technological similarities across these virtual training systems and addresses risk and the approach to achieve the desired efficiencies. The PdM VTS Product Management Office is conducting market research to determine from industry partners, large and small, recommended acquisition approaches to broad scope contracting strategies. Provide details on your proposed contracting approach, to include: contract type, length of contract, small business participation, and delivery schedule. Acquisition Strategy Planning Information (Draft): Contract Vehicle: TBD Contract Type: TBD Approximate Funding: $100-$500M over the life of the contract Acquisition Time Estimates: FY20-FY27 Place of Performance: Multiple locations CONUS and OCONUS Request for information: The Government is interested in receiving insight on the aforementioned proposed acquisition approach. This will be a continuing RFI with multiple releases based on Industry responses, interest and exchanges. Responses should include the following information: 1. Company name, address, POC, email addresses, phone and fax numbers, and company's web page (if applicable). 2. Identification of business size as it relates to NAICS code 333318, i.e. US large or small business (SB), service disabled veteran business, HUB Zone, 8(a) certified business, Woman Owned SB, etc. See attached Contractor Security Vetting criteria. 3. Short narrative on innovative and viable contracting approaches that could meet a broad contracting strategy across the gunnery training programs. Industry partners are asked to provide suggestions/recommendations on type of contract (i.e. ID/IQs or Stand-Alone C type contracts); contract strategy (i.e. Firm Fixed Price (FFP), Cost plus, combination); and opinions on advantages and/or limitations of this approach. 4. Provide information regarding potential program risks, the identification of cost drivers and any other information that may be relevant to facilitate development of an appropriate acquisition strategy and technical approaches. 5. The suggested page count is no more than 10 pages excluding the cover sheet. A cover page shall be included with company name, address, technical and contracts points of contact, business size, description. Format shall be searchable Microsoft Office and/or Adobe Acrobat Reader. 5.1.Font size shall NOT be smaller than twelve (12)-point Times New Roman. Each paragraph shall be separated by at least one blank line. Pages shall be single spaced with portrait orientation. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. All pages shall be appropriately numbered (X of Y) and shall contain the company name, date and RFI number in the header and/or footer. Pages shall be numbered sequentially. Additional data use restrictions shall be located in the header/footer area of each page where applicable. 5.2. A Table of Contents should be created using the Table of Contents feature in Microsoft (MS) Word to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections. All acronyms shall be spelled out on their first use per their respective volumes. An acronym list can be included (if needed). The Table of Contents and/or Table of Acronym does not count against the page limitations. 5.3. MS Word files shall use the following page setup parameters: Margins - Top, Bottom, Left, Right - 1" Gutter - 0" From Edge - Header, Footer - 0.5" Page Size, Width - 8.5" Page Size, Height - 11" 5.4. Legible tables, charts, graphs and figures may be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 11 x 17 inches in size. Tables, charts, graphs and illustrations may use a reduced font size not less than 10-point and may be landscape. Foldout pages shall only be used for large tables, charts, graphs, diagrams and schematics; not for pages of text. 5.5. For pre-existing documentation, text in tables, charts, graphs and figures text shall be no smaller than 8 point when included in the response.
