- Department of Veterans Affairs Office of Procurement, Acquisition, and Logistics Electronic Contract Management Systems Services The Department of Veterans Affairs, Office of Procurement, Acquisition, and Logistics (OPAL), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, NJ 07724 intends to modify an existing contract to maintain Electronic Contract Management System (eCMS) help desk and reporting services. The TAC intends to award a sole source, Firm Fixed Price (FFP) modification to Centeva, LLC. 10813 S River Front Parkway Suite 135, South Jordan, Utah 84095-5658, a Woman Owned Small Business. This acquisition is conducted under the authority of the Multiple-Award Schedule Program. The specific authority providing for a limited source award is Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The North American Industrial Classification (NAICS) for this effort is 541519. The period of performance shall be September 30, 2018 through March 29, 2019. Estimated date of award for this action to extend services is on or before September 29, 2018. The proposed modification is intended to bridge the gap in service when the existing Contract GS-35F-0253Y Task Order (TO) VA118-13-F-0461, ends on September 29, 2018 and when the anticipated competitive TO is awarded in FY19 Q2. VA anticipates the bridge extension associated with attached draft Performance Work Statement (PWS) to be on a sole source basis to the incumbent contractor, Centeva LLC to ensure continuity of services and the ability to provide eCMS support services such as provide all management, resources, and incidental supplies for eCMS help desk support to include monthly, quarterly, and yearly roll-up of help desk activities; 100-percentage coverage of OPAL office for eCMS contracting system support during the core hours of 8AM to 5PM local time at the OPAL office, eCMS application support, custom dashboard reports, conducting training for eCMS, and extensive reporting in accordance with the draft PWS. The Government believes that only Centeva is capable of providing the current level of support for the six months due to the following reasons: The current contractor is the only source that will be able to provide resources and amass the knowledge and expertise necessary for the six (6) months of continued services to successfully provide all management, resources, and incidental supplies for eCMS help desk support to include monthly, quarterly, and yearly roll-up of help desk activities; 100percentage coverage of OPAL office for eCMS contracting system support during the core hours of 8AM to 5PM local time at the OPAL office, eCMS application support, dashboard reports, conducting training for eCMS, and reporting. The six months option provides OPAL continuity of services for the effort; The current contractor is the only source that will be able to provide the high administrative and technical knowledge of eCMS in six months. Any other source would require a robust effort of onboarding, recruitment, knowledge transfer, training, and background investigations, which could exceed the six-month effort. This notification shall close on September 04, 2018 at 12 PM EST.
