THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. A SPECIAL NOTICE for a SITE VISIT is anticipated in SEPTEMBER. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Sheri Muehl) for receipt by close of business (2 p.m. local Denver time) on September 4, 2018: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $15 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the WY TIGER US212(9) Beartooth Highway Roadway and Bridge project in which you performed (as the prime contractor) work in remote, mountainous terrain (greater than 10,000 feet in elevation) and environmentally sensitive areas. Ideally you must have experience with short season construction in areas with unusually severe weather. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS:WY TIGER US212(9) Beartooth Highway Roadway and Bridge This project is being developed in cooperation with the Shoshone National Forest (SNF), the Wyoming Department of Transportation (WYDOT), and the National Park Service (NPS). The Beartooth Highway in Wyoming begins at the Wyoming/Montana State Line east of Cooke City, Montana, following US 212 for 56.1 kilometers to the Wyoming/Montana State Line southwest of Red Lodge, Montana. The project is located entirely within the Shoshone National Forest and is maintained by the NPS out of Yellowstone National Park. In addition to being a Forest Highway, the route carries the special designation as a National Park Approach Road, a Scenic Byway, and All-American Road. This project includes realignment and reconstruction of 2.61 km (1.6 miles) of roadway and a new bridge on U.S. 212, otherwise called Beartooth Highway. The project is located at an elevation of 10,950 feet with an anticipated construction season of 4-6 months per year. This project is located in an environmentally sensitive remote location with potential for unusually severe weather. TYPE OF CONSTRUCTION: roadway realignment, reconstruction, rock excavation, grading, drainage, 600 ft steel bridge, MSE walls, aggregate base course, and paving, traffic control, public information. SIGNIFICANT QUANTITIES (Schedule A): • 44,000 cm (cubic meters) of roadway excavation; • 800 cm structural backfill; • 2,400 m2 (square meters) mechanically stabilized earth wall; • 25,000t (metric tons) aggregate base; • 5,000t of hot asphalt paving; • 10,000 m2 pulverizing; • 2,000 cm structural concrete; • 291,700 kg structural steel, furnished, fabricated and erected; • 475m of pipe culvert placement; • 6 Ha (hectares) hydraulic seeding; • 580 L (liters) of pavement markings; • 9,000 flagger hours. MISCELLANEOUS: There will be one option schedule: Option X - stone masonry, plantings and scenic byway information signs. All of the work is occurring in natural resource sensitive areas. Timely completion of construction will be crucial. It is anticipated this project will be advertised in March 2019 with construction beginning in June 2019 and extending through October 2020. Estimated total cost for the project is $13,00,000 to $15,000,000.
