- The Rock Island District of the U.S. Army Corps of Engineers (USACE), intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), Purchases not exceeding the simplified acquisition threshold and only one source reasonably available. The U.S. Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed price contract with Wink Vibracore Drill Company Ltd. The NAICS code for this procurement is 213111 with an employee size standard of 1,000. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by 06 September 2018 at 2:00 P.M. CT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The US Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. Requirement Summary The Rock Island District of the U.S. Army Corps of Engineers (USACE) seeks to procure a portable vibracore drill to support and expand the capabilities of Geotechnical Branch to perform soil and sediment sampling. The requirement is to provide Vibracore Equipment as described below, with a total weight of LESS THAN 800 lbs., to be compact, and to be disassembled in such a way, that it will fit within a 4 ft. by 6 & ¾ ft. area. Product Description One basic portable Vibracore drill package containing components as identified below: One power plant. The power plant shall be an air cooled OHV 4-stroke gasoline powered engine securely mounted to a steel platform with handles to facilitate transport. The steel platform shall be painted to protect against corrosion. The Net Power Output of the power plant shall be between 5.5 and 10 horsepower. One Vibracore drill head capable of providing at least 7,000 but not more than 12,000 acoustic vibrations per minute to be transferred to the machine drill. The drill head shall include two handles for use during operation. It shall include threads or a permanently mounted hoisting cap on the top side, the hoisting cap location shall be parallel and within the same axis as the drill rod attachment port of the drill head. The Vibracore drill head shall be serviceable. One flexible drive shaft cable capable of connecting the power plant to the drill head. The cable shall be designed for the application intended and be able to handle the anticipated revolutions per minute. The cable shall be greater than 15 feet in length but less than 32 feet in length. The flexible cable shall include an outer casing and an inner core that can be removed for service. One gin pole hoisting system with an attached hand winch and pulley. The hoisting pole shall be made of aluminum. The hand winch shall be a 2-speed winch with high and low torque settings, a hand break, and a minimum of 3,200 lbs. of pulling power. The overall height of the gin pole shall be between 8-10 feet in length and come apart in two sections for ease of transportation. The gin pole shall come with a quick detach base with an opening to retrieve drill rods and be designed to distribute loading during operation. The winch shall come with heavy-duty, minimum-diameter 5/16 inch cable. The cable shall have a length between 25-50 feet and have an attached hook of compatible size to connect to the hoisting cap. One Vibracore drill rod package containing components as identified below. All components shall be compatible with the Vibracore drill package described above, including but not limited to, compatible threads, inside diameters, outside diameters, and materials: One Rod Adaptor for 2 ¾ inch outside diameter drill rod One thin kerf cutter bit One chisel tip cutter bit One hoisting cap with a lifting connector to attach to the gin pole cable One side ejector with an open port to discharge a sample One ball clamp controller. The ball controller shall be designed to secure the drill rods when the rods and hold them in suspension while the rods are disconnected from the winch cable. Two snipes. Snipes shall be 4 ft. in length, durable, made of aluminum, and have an inside diameter compatible with 24 inch heavy duty pipe wrenches. Ten threaded drill rods with knurling for wrench application and a thread pattern that ensures a locking fit. The rods shall have an outside diameter of 2 ¾ inches, inside diameter of 2 ¼ inches, and a length of 5 ft. each. The drill rods shall weigh between 30-40 lbs. each and have a honed inner surface designed to accept plastic sample tubes. One set of Vibracore sampling accessories containing components listed below. All components shall be compatible with the Vibracore drill package and Vibracore drill rod package including but not limited to compatible threads, inside diameters, outside diameters, and materials: Forty end caps that will fit securely on the 2 ¼ inch plastic sample tubes for shipment Four soil retainers that will fit inside the core shoe and rest on the inner flange Twenty clear plastic sample tubes with an outside diameter of 2 ¼ inches One soft poly tube Six sample tube retainer rings One bailer package compatible with casing
