Property Listing Cleaning Checklist Inventory List Security Requirements QASP Wage Determination Statement of Wrok Club Concessionaire Forms Inspection Report This is a Combined Synopsis/Solicitation: 1. The 20th Contracting Squadron, Shaw AFB SC, is seeking person(s) to operate a Non-Appropriated Fund (NAF) Concessionaire service by operating a Federal Government food service facility at the Carolina Skies Club and Conference Center, in accordance with the attached Statement of Work (SOW). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number FA4803-18-Q-B005 is issued as a Request for Quotation (RFQ). This acquisition is unrestricted. The North American Industry Classification System (NAICS) code is 722320 with a size standard not to exceed $7.5 million (U.S.). This combined synopsis/solicitation is not to be construed as a commitment by the United States Air Force. The Government is not liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. 2. The Clauses, General and Special Provisions, Articles (Concessionaire Contract), SOW and RFQ applicable to this synopsis and the resultant contract are attached. The NAF General Provisions apply - See Attached. Federal Acquisition Regulation (FAR) clauses can be viewed full text through the Internet FAR site, http://farsite.hill.af.mil. 3. Description: This requirement is to provide a catering and foodservice to authorized patrons, per Air Force Instruction (AFI) 34-101, Air Force Morale, Welfare, and Recreation (MWR) Programs and Use Eligibility, at the assigned space in the Carolina Skies Club and Conference Center (Bldg. 922), Shaw AFB. The period of performance begins 29 October 2018 ending 28 October 2023. 4. The Concessionaire will pay the Nonappropriated Funds Instrumentalities a monthly percentage of gross profit. 5. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Price (percentage of gross profit), Technical Evaluation (to include past performance), and Remuneration are the evaluation factors. 6. Interested parties capable of meeting this requirement must submit a written quote to include their company or individual name, complete address and phone number, tax identification number (TIN), and DUNS and CAGE code. Interested parties must include all three parts of the evaluation criteria (listed below) in order to be considered. Oral quotes will not be accepted. All responses that meet the criteria contained within will be considered. Any questions regarding the solicitation must be submitted no later than 6 September 2018, 2:30 p.m. Eastern Standard Time. Written quotes must be received no later than 12 September 2018, 2:30 p.m. Eastern Standard Time and reference the solicitation listed above. Late quotes/offers may not be considered. 7. The proposal shall consist of three (3) separate parts: Part I - Compensation Rate, Part II - Qualifications/Performance Background/Past Performance Information, Part III - Sample Menu. 7.1. PART I - Compensation Rate - 7.1.1. Submit a package containing all requested information. In doing so, the offeror agrees to the contract terms and conditions as written in the Solicitation, with attachments. The Solicitation constitutes the model contract. 7.1.2. Insert proposed unit and extended prices in your Proposal. The extended amount must be a percentage of the sum of gross sales. The proposal(s) must be submitted for a base period plus four (4) Option Years. All unit and extended prices shall be rounded to the nearest percent. 7.1.3. FAR Clause 52.217-8 allows for a 6 month extension. This 6 months extension option clause period will be evaluated at Option Year 4 pricing IAW FAR Clause 52.217-8. 7.2. Part II - Qualifications/Performance Background/Past Performance - 7.2.1 The Contractor should provide all Food Service Qualifications, Certifications, and Past Performance Information. The Government will use this information to select the highest qualified candidate and the offer that represents the best deal for the Government. 7.2.2 The Government will use information from any sources of information available to assess past performance for relevant contracts. Past performance may be reviewed using the Past Performance Retrieval System (PPIRS); the Federal Awardee Procurement and Integrity Information System (FAPIIS) and the Contractor Performance Assessment Reporting System (CPARS). 7.3. Part III - Sample Menu - 7.3.1 The Contractor shall provide a Sample Menu that the Contractor plans throughout the duration of the contract. This menu does not have to be the final menu, but a proposition. This information will be used in order to select the highest qualified candidate Points of Contact: Lt William C.
