519-18-3-661-0080 Page 1 of 3 Department of Veterans Affairs West Texas VA Healthcare System Statement of Work Very-Small-Aperture-Terminal (VSAT) Antenna Replacement Scope of Work: The current Very-small-aperture-terminal (VSAT) shall be replaced with a state of the art system equal to or better than the AVL Model 1278-1.2 Meter Ku-Band Motorized VSAT antenna cold-weather version including 2-Port Ku-Band Feed, block upconverter replacement, and low noise block replacement. This system shall meet VSAT Department of Veterans Affairs standards. The specialized knowledge and proprietary information required for the installation of the VSAT antenna shall meet the needs for the comprehensive interconnection with the SatCom network that preserves, does not change, or void the existing warranty. In addition, specialized experience requires proper removal of damaged antenna to ensure reconnection of new antenna with knowledge and capability of testing functionality of system with SatCom. The VSAT antenna must be mounted on the roof of the facility Mobile Medical Unit (MMU). The vehicle mount VSAT antenna shall include an auto-deploy system with a greater than 360 ° azimuth rotation mounted in a horizontal position. All cabling shall be included with VSAT antenna. The VSAT antenna must be delivered and installed to the appropriate location during normal business hours, schedule to be confirmed with project manager. Installation will include disposal of all packaging materials. The installer shall provide the tools/equipment for VSAT installation. Location of Work: Work will be conducted at the Big Spring location. Big Spring: 300 Veterans Blvd, Big Spring, TX 79720 Contractor Deliverables: Schedule: The following parts list includes all items necessary for completion of this project 1.2 Meter Ku-Band Motorized VSAT Antenna BUC Block Upconverter Replacement 16-watt Ku-Band LNB Low Noise Block Replacement Current warranty preserved Training 1-hour Work shall be coordinated with the Program Manager. Construction barriers, signage, and general cleanliness are a priority on this project. Any deviation from construction safety, or other mandated measures will be cause for construction to terminate until these deficiencies are corrected. The contractor shall be solely responsible for the management and construction, including all labor, equipment, materials, and inspection, to meet requirements of the contract. Contractor shall thoroughly clean inside and outside of construction site daily with contractor s own equipment, including vacuums, mops, buckets, wash rags, dust mops, etc. Contractor shall adhere to basic VA specifications for all work. Material: Material purchased by the contractor must meet the specifications and submittals shall be approved prior to purchasing the material. Requirements: The contractor shall provide all applicable safety signage and barricades applicable to OSHA, VHA and Dodd regulations. Contractor shall comply with VHA DIRECTIVE 2004-012 and all VA Center Policy Memorandums, including but not limited to the following: Protection of patients, visitors, and employees from traumatic injury, as well as occupational and facility associated infections. (b) Compliance with OSHA and State construction safety regulations. (c) Compliance with EPA and State environmental regulations. Applicable Standards and Acceptance Criteria: The VSAT System must include a 1.2 Meter Auto Deploy Ku Band VSAT Antenna which includes 30-foot cable sets. The VSAT System must not weigh greater than 125 lbs. The VSAT System must be 74 inches. The VSAT System height stowed must be 19.6 inches. The VSAT Satellite TV Antenna weight must be 25 lbs. The VSAT Satellite TV Antenna dimensions must be 32 W x 12.75 H Base bid shall include all labor and materials to execute the above scope of work. INFORMATION SECURITY AND PRIVACY The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. Consistent with the requirements of 38 U.S.C. 5725, a contract may require access to sensitive personal information. If so, the contractor is liable to VA for liquidated damages in the event of a data breach or privacy incident involving any SPI the contractor/subcontractor processes or maintains under this contract. However, it is the policy of VA to forgo collection of liquidated damages in the event the contractor provides payment of actual damages in an amount determined to be adequate by the agency. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources-sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is: 517410, Satellite Telecommunication, with a size standard of $32.5 million.
