- Background The Space and Missile Systems Center's Global Positioning Systems (SMC/GP) Directorate at the Los Angeles Air Force Base (LAAFB) intends to hold a Military GPS User Equipment (MGUE) Increment (Inc) 2 industry day on 13 September 2018 for development of the MSI military receiver with next generation Application Specific Integrated Circuit (ASIC). The goal of MGUE Inc 2 is to develop, integrate, and produce M-Code capable, GPS receivers for the service platforms specified in the Joint Requirements Oversight Council (JROC) approved MGUE Inc 2 Capability Development Document (CDD). The CDD address requirements for space receivers, precision guided munitions (PGMs), and a joint common modular Handheld. The MGUE Inc 2 acquisition strategy includes awarding a development contract to complete development of the next generation ASIC, a small form factor receiver card, and integration and test of the receiver. The next generation form factor is planned to be the Miniature Serial Interface (MSI) receiver to meet the needs of low size, weight and power (SWaP) users. A separate industry day was held specifically for development of the Handheld. Purpose The purpose of this announcement is to invite all potential MGUE Increment 2 vendors to participate in the Industry Day event to be held on 13 September 2018 at Aerospace in El Segundo, CA. The Government intends to provide industry with an introduction to the program acquisition strategy, obtain feedback on this acquisition strategy, and obtain feedback on the initial set of requirements for the MGUE Inc 2 MSI receiver. The draft MGUE Ground Applications Technical Requirements Document (TRD) requirements, derived from the MGUE Inc 2 CDD, will be available prior to the Industry Day and will be located in the Bidders Library at the SMC/GP Technical Library. U.S. Government primary points of contact (POCs) and full details including access instructions related to Industry Day are provided below. Discussion The MGUE Inc 2 program is planning for up to three separate Cost Plus contracts to be awarded via full and open competition for the development of the MGUE Inc 2 MSI receiver. The program is planning to release an RFP in Fiscal Year 2019 with subsequent contract award in Fiscal Year 2020, with a desired completion of receiver verification testing no later than Fiscal Year 2024. Please note that MGUE Inc 2 acquisition strategy details are included in this document for reference and market research. Industry Day The Government is hosting an Industry Day for the MGUE Inc 2 MSI Receiver program to be held on 13 Sep 2018, from 0900 to 1200 PDT, followed by one-on-one sessions, if requested. The industry day will be at Aerospace's facility, located at 2310 E. El Segundo Blvd, El Segundo, CA 90245. The Bidders' Library will include the Government-derived MGUE Ground Applications Technical Requirements Document (TRD) intended to be the system specification for the MGUE Inc 2 program. The TRD will be posted to the bidder's library within 2 weeks of the Industry Day event. The Government is soliciting feedback from industry regarding these requirements to ensure they are achievable within the specified acquisition strategy. To obtain access to the Bidder's Library, please make a request with the POCs listed above. The schedule of the event is expected to comprise of the following: General Briefing (Day 1) Representatives from the Air Force will be present to discuss the following topics: - MGUE Increment 2 Overview - Ground Applications/MSI Receiver requirements - Government development approach - Draft acquisition strategy - One-on-one Sessions (Day 1 and/or 2) If desired, a 30-minute one-on-one session with representatives from the GPS Directorate will be available upon request. Companies will have the opportunity to ask questions and provide feedback on the MGUE draft requirements, proposed development strategy, and acquisition strategy. Feedback provided at this early stage is critical in evaluating MGUE's path forward towards development of a Request for Proposal and Acquisition Strategy and to ensure mutual understanding between Government and industry to improve the MGUE MSI Receiver acquisition effort. The Government mandates participation from its Federal Funded Research and Development Centers (FFRDCs), Systems Engineering and Integration (SE&I), and Systems Engineering and Technical Assistance (SETA) contractors during the Industry Day briefings. Specifically, The Aerospace Corporation, MITRE, Engility, Tecolote Research Inc., Booz Allen Hamilton, Stellar Solutions Inc., and Lokahi LLC contractors will be present during Industry Day and one-on-one sessions. Please contact the Government points of contact below to express any concerns with these contractors. Companies attending the Industry Day shall limit their representation to no more than five attendees per company at the Industry Day general briefing and no more than five individuals (to include potential subcontractor representation) at the one-on-one sessions. If a company planning to participate in the Industry Day activities intends to discuss any subjects that may impact intellectual property provisions or rights they need to inform the Government ahead of time, and one of those five attendees must be their in-house counsel, as the Government's GPS program attorney would be required in such discussions. Companies planning to participate in the Industry Day activities shall provide one attendance request, with the company name, point of contact, titles, email address, phone numbers, whether or not a one-on-one session is desired, and the following information for each of the company's participants: - First, middle, and last name - Driver's license number - Birth country, birth city, and state (if in the US) - Citizenship information - If in-house counsel is participating, which participant they are, and in which states in-house counsel is licensed to practice law and provide bar license numbers - Request for one-on-one meeting (Y or N) Please provide this information to both Mr. Dominicke Ybarra (dominicke.ybarra@us.af.mil) and Capt Shawna Matthys (shawna.matthys.1@us.af.mil), no later than 1700 PT on 7 Sep 2018. Additionally, if you wish to submit questions or comments to the Industry Day or Bidders Library contents, please submit them to both POCs no later than 1700 PT on 10 Sep 2018. Please indicate if they contain proprietary information. Attendance at Industry Day and any discussions or release of information is strictly voluntary. Small businesses are encouraged to attend to interact with potential prime contractors. The small business size standard for NAICS code 334220 is 1,250 employees. Due to physical security limitations, Foreign Nationals are not permitted at the Industry Day or at the one-on-one discussion location. The information provided may or may not result in further action. The Government does not intend to award a contract on the basis of this information or otherwise pay for the information requested except as an allowable cost under an existing contract, if so identified and in accordance with FAR 31.205-18, Bid and Proposal Costs. Information regarding event location, visitor access requests (VARs), instructions and form to access the bidder's library, including access to classified documentation, will be provided to interested and eligible industry participants by Capt Shawna Matthys (shawna.matthys.1@us.af.mil), upon receipt of that above requested information. Ombudsman An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the Government Program Manager, Contracting Officer, or Source Selection Official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes.
