- Draft solicitation for Postal Services with revised PWS The Regional Contracting Center-Afghanistan (RCC-A) Army Contracting Command-Afghanistan (ACC-A) has a requirement to obtain Postal Services for various locations throughout Afghanistan. The US Government is contemplating issuing a Request for Proposal (RFP) under Solicitation number W91B4N-18-R-5002. The anticipated applicable NAICS code for this requirement is 491110, Postal Services with a Size Standard of $7.5 million. This US industry comprises establishments primarily engaged in providing Postal Services. The anticipated Product Service Code is R613, Professional, Administrative and Management Support Services. The anticipated period of performance is 12- month base year and 4- 12 month option periods. The solicitation is included as a DRAFT copy only as the Government is looking for feedback and/or questions from industry only at this time. The government will not be accepting any proposals for this draft solicitation. Feedback and or questions to the solicitation need to be submitted to RCC-A not later than 31 August 18 @ 11pm eastern time. The Government will review all feedback and will respond to questions submitted and received within the timeline listed above. Vendors that want to participate and submit a proposal in response to a future solicitation must continue to check https://www.fbo.gov for updates on the requirement. All vendors must have an active registration in the System for Award Management (SAM) database (US Vendors) and the Joint Contingency Contracting System (JCCS) database (Afghan Vendors) prior to award. Lack of registration in the SAM or JCCS database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/ and https://www.jccs.gov/. It is the responsibly of the Offerors to check the named websites for updates on requirements or the solicitation.
