Solicitation Number: Notice Type: 89303018QET000006 Specialist Notice Synopsis Added: 27 August 2018 The Department of Energy (DOE), Office of Energy and Threat (ET), intends to issue a contract for a Specialized Report on a sole source basis with Fesharaki Associates Consulting & Technical Services, Inc. (FGE) located in Honolulu, HI. A continuing core intelligence mission of this department is to prepare and analyze reports on the global condensate market, the cost of which is under the simplified acquisition threshold (SAT). This report “divides” the condensate world into the East and the West of Suez, looking at both supply and demand. The DOE is seeking to contract with Fesharaki Associates Consulting & Technical Services, Inc. to obtain a report that will provide a detailed assessment of the mid/long-term outlook for condensates. Complimentary access to this report provides DOE Energy Security Department’s (ESD) analysists with the opportunities for light consulting via phone or email for asking questions pertaining to the analysis within the report (e.g., forecast methodology or further explanation on specific analysis within the report). In support of the intelligence mission, DOE ET regularly seeks out subscription companies, which offer access to specialized online tools, systems and databases meeting DOE ET’s intelligence reporting requirements. The contractor shall provide the US Department of Energy, ESD personnel with access to an experienced global energy consultancy, has available for distribution a completed global condensate report for energy consumers. Information gleaned from this report will enable ESD’s analysts to meet a critical mission need for providing timely analysis and assessment on how world trends, events, and country factors could affect the global condensate market and present risks or opportunities for US energy security stake-holders. Additionally, this proprietary condensate report is essential for ESD analysts to provide timely, accurate, and comprehensive analysis on the global condensate market in a manner that allows for in-depth discussion of the state of the global condensate market and how change in the regulatory, political, or technological realm(s) could affect US energy stakeholders and national security. In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit a capability statement by 10 September 2018 at 11:59 PM EST via email to Ernest.Bailey@HQ.DOE.GOV. Please include Specialized, Online Research Tools and Reports in the subject line of the email if submitting a capability statement. The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services. A determination by the Government to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered sole for the purpose of determining whether to conduct a competitive procurement.
